Procurement Officer Job Description

Halifax Regional Municipality is seeking a highly skilled Procurement Officer to join its Finance & Asset Management team.

The successful candidate will be responsible for the acquisition of goods, services, and construction required for HRM and its agencies, boards, and commissions.

Key Responsibilities:
  • Lead the procurement cycle for the procurement of goods, services, and construction
  • Interpret and apply appropriate procurement policies, guidelines, and procedures
  • Conduct sourcing and spend analysis and recommend purchasing strategies
  • Contribute to the recommendation of award of contract and prepare contract documents
  • Identify and participate in cooperative and collaborative procurement opportunities
  • Apply the requirements of the HRM Social Value Framework and Supplier Code of Conduct
  • Recognize and apply metrics and measurements to track procurement performance
  • Recognize and apply risk mitigation strategies
Requirements:
  • Bachelor's degree or college diploma with a focus on business, law, public administration, supply chain management, or an acceptable combination of education and previous work experience
  • Minimum 2 years of related experience in procurement or supply chain management
  • Experience using automated sourcing solutions and/or ERP to procurement processes
  • Completed courses in public procurement
  • Experience in municipal government or a related sector is preferred
