Civil Project Estimator

About the Role:

The Estimator (Civil) is responsible for supporting all Pacific Bids & Estimates and assisting in the development of price proposals by performing estimating duties such as bid document management and organization, preparing take-offs for construction projects, and researching information for incorporation into bids.

Key Responsibilities:

  • Reviews tender documents and attends pre-bid meetings to determine the scope of work and required contents of estimates.
  • Analyzes tender documents, plans, specs, and other documentation to prepare time, cost, materials, and labor estimates.
  • Manages quantity surveys and take-offs as required.
  • Manages detailed material lists based on tender documents and specs and forwards to Material Manager for pricing.
  • Reviews and incorporates historical data from prior estimates, purchase agreements, and subcontracts to gain information for current bids.
  • Analyzes and evaluates bids from subcontractors for their completeness and accuracy in scope of work.
  • Develops scope of work for subcontractors and suppliers.
  • Solicits subcontractor/vendor for pricing.
  • Prepares submission and coordinates for bid day with other staff involved in the estimating process.
  • Ensures compliance with tender documents/requirements.
  • Ensures all general conditions of the tender document are met, i.e., insurance/bonding/special requirements.
  • Liaises with management for strategic estimate approach and feedback on estimates.
  • Leads bid review process.
  • Creates initial construction schedule and cash flow forecast.
  • Tracks and follows upcoming projects within SharePoint and updates weekly.
  • Prepares and presents project turnover package upon award of contract.
  • Performs other related duties as assigned.

Qualifications:

  • High School graduation plus post-secondary training in a relevant field.
  • A minimum of three (3) years of relevant experience, preferably gained in the construction or railway industry.
  • Ability to read, understand, and interpret drawings and specifications.
  • Proficiency in reviewing contract documents.
  • Strong verbal and written communication skills.
  • Strong presentation skills.
  • Ability to effectively manage multiple tasks and priorities and meet deadlines.
  • Proficiency utilizing common business and estimating applications such as Microsoft Office products, Hard Dollar, Explorer, or JD Edwards software.

Working Conditions:

  • This is a full-time office position.
  • Occasional weekend or night work may be required.
  • Occasional exposure to outdoor construction sites in all weather conditions may be required.
  • Majority of the field work is on and around live track (trains).
  • Work may be in urban, rural, or isolated areas. Accommodations and transportation will be provided if required.
