Job Summary:

We are seeking a highly skilled Transportation Services Project Manager to join our team at the City of Toronto. As a key member of our Transportation Services division, you will be responsible for leading the development, implementation, and evaluation of projects and programs that align with our best practices and negotiated contracts.

Key Responsibilities:

  • Lead stakeholder engagement with staff from other City divisions, agencies, boards, commissions, community groups, and other levels of government on projects and policies.
  • Develop and coordinate new Service Level Agreements, Project Charters, and other Inter-Divisional Agreements.
  • Review, track, evaluate, and be accountable for the work performance of external service providers with respect to contract governance and management, contract requirements, project scope, schedule adherence, cost containment, completion of required tasks, and quality of deliverables.
  • Ensure that project expenditures are controlled and maintained within approved budget limitations, processed and documented in compliance with City and Division policy as well as the Construction Act, and are tracked according to spend rates.
  • Conduct technical problem investigations, perform site visits and inspections, participate in conducting studies and commenting on technical reports (including drawings and specifications), and provide detailed recommendations and advice that is in alignment with municipal best practices, industry guidelines, and applicable regulations.
  • Conduct project-specific and on-going technical research into assigned areas ensuring that such research takes into account developments within the field, City policies and practices, applicable legislation and initiatives by other levels of government.
  • Maintain state-of-practice knowledge in field of work, such as complete streets, safe systems, and transportation planning, including comparable peer cities and regulatory proposals and changes by other levels of government that may impact the City of Toronto.
  • Assess current practices and improve procedures and protocols in collaboration with City divisions through comprehensive knowledge of City Policies and Guidelines.
  • Work with interdivisional, interdisciplinary, and interagency teams and consultation processes to plan toward and support project and program delivery while addressing political, community, business, and other stakeholder interests.
  • Embrace diversity and inclusion, foster teamwork and a positive workplace culture through cooperation, collaboration, and maintaining constructive and respectful relationships.
  • Provide work direction to assigned project team members and junior staff including the scheduling, assigning, and reviewing of tasks and task-specific training and coaching, as needed.
  • Ensure compliance with the Ontario Occupational Health and Safety Act and all other related provincial regulations and corporate and divisional safety standards and procedures.
  • Prepare and deliver briefings to senior management in the Transportation Services division and individual members of City Council, drafts staff reports and presentations for management review and submission to City Council and its Committees, and drafts correspondence for a variety of audiences.
  • Prepare and deliver communication and engagement plans for internal and external stakeholders, including websites and (social) media strategy.
  • Represent the Transportation Services division or City of Toronto when communicating with elected officials and members of the public, at meetings with stakeholders, when participating in working groups and committees, as well as when coordinating and collaborating with peer cities, other levels of government, and technical associations.

Requirements:

  • Post-secondary education in a discipline pertinent to the job function (e.g. planning, engineering, economics, business, environmental science, landscape architecture, public policy) or an equivalent combination of education and relevant experience.
  • Considerable experience in project management, delivering assignments from inception through to implementation with minimal direction while balancing stakeholder interests.
  • Considerable experience in at least one of the following areas: complete street design and implementation; infrastructure design and implementation; policy development, transportation planning; transportation engineering; geotechnical engineering, pavement engineering, or equivalent initiatives which evaluate options and facilitate decision-making for making changes to public streets.
  • Working knowledge of policies and regulations governing the street network, including but not limited to: Provincial policies and plans; Highway Traffic Act; Toronto Official Plan; Toronto Traffic By-Law; all applicable design guidelines.
  • Highly developed interpersonal skills with emphasis on communication (written/oral; speaking/listening), conflict resolution, and political acumen.
  • Excellent skills in delivering presentations, building and maintaining relationships, and resolving conflicts.
  • Effective leadership and team-building skills, and the ability to provide work direction to project team members, contractors, and staff in a unionized environment.
  • Proficiency in MS Office (i.e. Outlook, Word, Excel, and PowerPoint) and online meeting platforms (e.g. WebEx). Additional software competencies would be considered an asset, especially in project management software, database management (MS Access), computer-aided design (MicroStation, SketchUp, or AutoCAD), or geographic information systems (ArcGIS or QGIS).
  • Professional Engineer, Registered Professional Planner, Road Safety Professional, and Project Management Professional designations would be considered an asset.
