Job Summary:

The City of Sault Ste. Marie is seeking a highly skilled and experienced Transit Operations Manager to lead the City Transit and Parking Division. As a key member of the City's management team, the successful candidate will be responsible for overseeing the planning, coordination, and implementation of transit services and parking enforcement policies.

Key Responsibilities:

  • Develop and implement short and long-range plans for the City Transit and Parking Division.
  • Establish and enforce transit service and parking enforcement criteria and divisional policies.
  • Ensure the maintenance and replacement of fleet vehicles and the upkeep of municipal parking lots and parking meters.
  • Manage the division's budget and report to City Council on transit and parking enforcement matters.
  • Coordinate and report to provincial and federal government funding agencies for capital and operations forecasting, vehicle procurement, subsidy applications, and year-end financial reporting.
  • Represent the City during contract negotiations and grievances.
  • Manage the division's injured worker program and liaise with WSIB and benefits providers.
  • Authorize and certify requested convictions on all unpaid parking infractions.
  • Ensure that accounting, purchasing, and payroll procedures are performed in accordance with policy.
  • Coordinate the tender process for division capital and other services, and manage capital projects.
  • Promote and market transit and parking information through public and media relations.
  • Monitor transit and parking services through customer input, complaints, surveys, and feedback from employees.
  • Prepare various reports, including passenger kilometers, total passengers, and revenue.
  • Meet with the public, businesses, senior governments, and other outside organizations.
  • Manage employees, including staff hiring, training, employee safety, performance, conduct, and discipline.

Qualifications:

  • College diploma and/or university degree in a related field, such as operations management, logistics management, or business administration.
  • Seven years of leadership experience, preferably in transit operations or municipal supervisory/management in a unionized work environment.
  • One year of transit and parking operations experience is an asset.
  • Operational knowledge of relevant legislation, including the Occupational Health and Safety Act, Human Rights Code, Employment Standards Act, Accessibility for Ontarians with Disabilities Act, and Highway Traffic Act.
  • Computer literacy in Microsoft, including experience in Excel, Word, and Outlook.
  • Ability to prepare and manage budgets and prepare tenders, RFPs, and RFQs.
  • Report writing.
  • Application and interpretation of collective agreements.
  • Exceptional communication and interpersonal skills.
  • Ability in decision-making and problem-solving.
  • Excellent organizational and leadership skills.
