About the Safe at Home Society
The Safe at Home Society is a collaborative organisation dedicated to ending and preventing homelessness in the Yukon. We bring together various stakeholders, including service agencies, government partners, landlords, and those with lived/living experiences of homelessness to facilitate connections between people and the housing supports that they need. In a recent expansion of the organisation, we will be opening a transitional housing program in November 2024. This program will offer safe, affordable, and centralised housing and programming to prepare individuals experiencing homelessness to transition into permanent housing.
Job Overview
The Policy and Program Analyst will be providing support to the 408 Alexander Supportive Housing Project by recommending evidence-based policies and procedures that result in positive outcomes for tenants, workers, and the community. Under the direction of the Executive Director, the ideal candidate will enjoy the opportunities and challenges associated with the development, operation, and on-going evaluation of a new housing project and team, presenting the learnings to internal and external stakeholders to be used in future transitional housing projects in Whitehorse.
Key Responsibilities
- Research, draft, and recommend policies, procedures, standards, best practices, tools, and systems to support the development, implementation, and ongoing operation of the 408 Alexander Supportive Housing Project in accordance with program mandates and objectives.
- Inform the implementation of operational and support services review and evaluation processes to provide documented insights and reports on program performance and fulfillment of contractual obligations.
- Work with the HIFIS Project Manager and Data Lead to develop and administer the data collection process to service providers. Assess challenges surrounding collection and dissemination of program data and recommend solutions.
- Regularly review and monitor data quality and data reports. Using HIFIS when applicable, generate reports, perform preliminary analyses, and provide recommendations to improve existing and future program, service development, and delivery.
- Liaise with internal and external stakeholders to troubleshoot issues and identify options for resolution.
- Collaborate with the Program Supervisor and Executive Director to provide regular and special reporting of program services provided, demand for such services, and program outcomes.
- Conduct preliminary analyses of program effectiveness from an organisational perspective, identify service delivery issues, and develop recommendations for improvements in program implementation.
- Provide support to staff and partner agencies regarding program frameworks, support services agreements, consent forms, and monitoring tools and processes. Identify issues and provide options for resolution.
- Research and prepare information for the preparation of program budgets. Monitor budgets on a regular basis and prepare preliminary budget analyses.
- Provide information and support in the development of housing program frameworks, policies, procedures, resources, tools, performance indicators, and program implementation strategies for new and revised housing programs.
- Conduct research and prepare briefing notes, background materials, and reports on a variety of program initiatives.
- Draft written materials, presentations, and information internally and externally to stakeholders.
- Participate on community committees and project teams for various program initiatives; conduct background research and analysis. May lead small projects or portions of larger projects as assigned.
- Liaise and maintain effective working relationships with a variety of internal and external stakeholders, including housing staff, service providers, First Nations government agencies and organisations, and local, territorial, and federal governments.
- Perform other related duties that do not affect the nature of the job, including participating on project task teams or assisting with special assignments.
Requirements
Post-secondary education in a relevant field such as social sciences, communications, or a related discipline.
Lived/living experience with the target population and/or community is highly valued.
Minimum of 2 years of professional or volunteer experience in a related field, preferably in a non-profit organisation, social services agency, or educational institution.
Demonstrated understanding of trauma-informed care, cultural humility, and anti-oppressive practices.
Preferred Qualifications
Valid driver's license and access to reliable transportation may be required for certain positions.
Willingness to engage in ongoing professional development and training to enhance skills and knowledge related to the position.
Work Environment
The role requires a blend of office work and field engagements, including visits to partner organisations and attendance at relevant conferences and workshops.
