Operations Director for Municipal Infrastructure

This senior leadership position reports to the Chief Administrative Officer, overseeing the Operations and Development Services department – comprising Engineering, Public Works, Development, Buildings/By-Law, Water/Wastewater, and the Tillsonburg Regional Airport. The Director will exercise independent judgment and initiative in financial, operational, and staff management policies and planning.
This role supplies policy advice and supports the Council and Senior Leadership Team in establishing the town's strategic direction, providing guidance for department managers and supervisors, and delivering consistent customer service, community engagement, and resource management.
Key Responsibilities:
- Staff Management: Manage and develop a team of professionals, technical experts, and tradespeople engaged in Operational and Development Services.
- Department Leadership: Provide direction, guidance, and leadership to managers within the Operations and Development department.
- Relationship Building: Foster effective working relationships with employees in accordance with personnel policies and legislation.
- Project Coordination: Plan, organize, schedule, and coordinate work with Town staff, contractors, consultants, and volunteers.
- Goal Setting: Participate in developing corporate goals, policies, programs, new work methods, and objectives aligned with Council mandates.
- Financial Management: Manage and control operational and capital activities within budgetary guidelines.
- Reporting: Prepare quarterly reports and presentations on department activity for presentation to council.
- Planning: Develop an annual department and business plan, including measurement tools.
- Long-Term Planning: Participate in developing and implementing long-term plans.
- Inspections: Inspect and review construction and Town operational issues in the field under various conditions.
- Engineering Support: Assist engineering in peer reviews, administration, inspections, and development subdivisions.
- Capital Project Oversight: Oversee design, approval, tendering, and contract for capital projects.
- Employee Supervision: Supervise all employees within the Operations and Development department.
- Health and Safety: Ensure training and implementation of Occupational Health and Safety Act regulations.
- Ongoing Duties: Perform other duties assigned by the Chief Administrative Officer and adhere to Town policies and procedures.
Qualifications:
- University degree in Civil Engineering or related field.
- Licensed Professional Engineer registered with Professional Engineers Ontario (PEO).
- Basic Emergency Management Certification.
- Minimum five years of senior management experience.
- Excellent team building skills.
