Job Description

Parsons is seeking a highly experienced and skilled Highway Engineering Director to lead our Roads and Highways team in the Greater Toronto Region. As a key member of our leadership team, you will be responsible for overseeing the design and delivery of large-scale road infrastructure projects, developing and executing our business plan for civil roads and highways, and managing a team of engineers and designers.

Key Responsibilities
  • Lead a team of engineers and designers in the design and delivery of road infrastructure projects
  • Develop and execute our business plan for civil roads and highways
  • Manage and build our highways engineering team and portfolio of clients
  • Act as a Project Manager and/or Team leader in relevant projects, tasks, and other assignments
  • Manage, coach, motivate and provide leadership for staff to provide high-quality services and innovative solutions to complex roadway and infrastructure design challenges
  • Lead and oversee the preparation of technical reports and documentation of activity for clients
  • Provide effective and efficient management of relevant day-to-day operations, including scheduling, assigning, and reviewing work to achieve project objectives
  • Maintain an awareness of trends, developments and advancements in relevant fields to retain technical competency
  • Act as the representative with clients and selected subcontractors during project execution
  • Collaborate with Business Development to market and secure additional work with provincial, regional, and municipal clients
  • Participate in negotiations with regulatory agencies and in public meetings in support of clients
  • Oversee establishment of Project Execution Plan, Health and Safety Plan, Quality Assurance/Quality Control Plan, and other documents as required
  • Provide direction and management for every phase of significant projects or programs to assure on schedule completion within or below budget
  • Mobilize company resources to create project teams capable of completing effective, quality work
  • Collaborate with the office facilities staff to address project space requirements
  • Ensure that the project meets or exceeds goals established in budgets, schedules, and plans
  • Promote technical and commercial excellence on the project through application of Quality Assurance processes
Requirements
  • Bachelor's degree in Engineering (or related field)
  • 20+ years of relevant technical experience, including 8 years of successful technical leadership and project management experience
  • Significant managerial experience of a large group of Engineers, Designers, and technical support personnel
  • Demonstrated ability and experience in training, mentoring, motivating, leading, and supervising a team of highly qualified professional staff
  • Excellent understanding of relevant highway engineering issues and stakeholders' requirements
  • Proficient in the application of specialized engineering and assessments software
