Job Title: Director of Housing Services

We are seeking a highly skilled and experienced professional to lead our Housing Services team as the Director of Housing Services. This is a key role in our organization, responsible for overseeing all aspects of our housing services, including homelessness.

Key Responsibilities:

  • Provide strategic advice to the Administrator and managers on the delivery of housing services.
  • Maintain ongoing proficiency in legislation, service programs, key performance indicators, targets, budgets, and report submissions.
  • Lead and supervise staff to develop, motivate, guide, and direct them to be responsible and accountable.
  • Monitor the work of direct reports to ensure compliance with policies, procedures, and relevant legislation, as well as effective, efficient, and high-quality customer service.
  • Monitor budget expenditures to ensure they remain within allocated budget and report projected variances to the Administrator in a timely manner.
  • Develop and maintain positive working relationships with community partners and agencies, including participation on community committees and initiatives that support service delivery objectives.
  • Lead the development and implementation of the Housing and Homelessness Plan within the County's role as Consolidated Municipal Services Manager.
  • Ensure all relevant federal, provincial, and municipal legislative and contractual requirements are maintained at all times.
  • Represent the Wellington service delivery at provincial advisory, consultation, and strategic planning tables.

Requirements:

  • Four-year university degree in business or public administration or other related fields.
  • Minimum seven years of experience or equivalent in a senior management role administering social and affordable housing and government services, preferably in the Consolidated Municipal Service Manager field.
  • Excellent management and leadership abilities, including the ability to manage and direct in a unionized environment, solid communication skills, exceptional problem-solving abilities, and proven ability to work effectively and collaboratively with others.
  • Detailed knowledge of Federal and Provincial legislation governing all areas of Housing Services and related directives, guidelines, policies, and procedures.
  • Familiarity with and knowledge of the relevant Acts and Legislation governing the programs delivered by the Social Services Department would be an asset.
  • Experience working in a team-based environment with a visionary approach to quality outcomes and efficient delivery of a broad range of social programs.
  • Experience in leading collaborative, community-level, human service planning.
  • Knowledge of program evaluation tools and outcomes management approaches. Excellent presentation skills and political acuity.
  • Possess strategic thinking abilities, solution development, and community relation skills to deliver results in a complex high-profile environment.
  • Knowledge and understanding of Ontario's Occupational Health and Safety Act. Excellent knowledge of computers, software, programs, and databases.
  • A valid driver's license (minimum G2 Class) and access to a reliable vehicle.

What We Offer:

  • Competitive salary range: $128,000 - $150,000 (Non-Union Compensation Grid)
  • Long-term disability, life coverage, accidental death and dismemberment, critical illness, extended health care, emergency travel assistance, dental care (mandatory enrollment, premiums 100% covered)
  • Ontario Municipal Employees Retirement System (OMERS) pension (enrollment mandatory)
  • Medical responsibility time: prorated and accrues at 0.5 days/month
  • Short-term disability: 17 weeks coverage at 75% or 100% of pay, based on length of service
  • Vacation: accrues to start at three weeks/annum; increases based on length of service
  • Parking: provided; taxable benefit provisions apply
  • Mileage: if applicable, as per CRA allowances
