Opportunity:

As a Refugee Support Specialist, you will provide individualized and family-based support to vulnerable refugee claimants, CUEAT visa holders, and refugee newcomers in the Surrey and Delta communities. This includes managing pre-referral eligibility assessments, intake, eligibility verification, and facilitating wrap-around support plans, encompassing housing, emergency housing, paperwork completion, and labor market support.

The Key Areas of Responsibility are:

  • Recruit clients by liaising with community services and agencies to increase client referrals;
  • Respond to client referrals by outlining the program eligibility and services;
  • Conduct eligibility assessments for referred clients to determine service pathways;
  • Conduct client intake for eligible clients, including service consent, providing information on the scope of BC SAF HAVN services and other eligible integrated supports available internally or through referrals to other community service providers, resources, and professionals as required;
  • Conduct a thorough assessment of client needs, assets, and capacities through interviewing clients, preparing case histories;
  • Develop individualized wrap-around support plans for clients, addressing diverse needs, with a focus on settlement and immigration, labor market, language, and accommodation support;
  • Work with clients to develop and successfully implement the wrap-around support plans to ensure services are integrated and holistic;
  • Assist clients in accessing appropriate programs and services for which they are eligible and ensure successful linking to these services;
  • Coordinate and implement support services to ensure clients' well-being and successful integration into the community through ongoing monitoring and evaluation of client progress;
  • Provide emotional support, cultural brokerage, and feedback to clients, including crisis response and intervention;
  • Detecting issues such as depression, family violence, substance abuse, employer abuse, and intergenerational conflicts through the early identification of warning signs that may be present and refer clients to the appropriate, legal, GVB & clinical counseling support services;
  • Coordinating with Employment specialists and employment service providers (e.g., Work BC) and referring clients to more appropriate services as needed;
  • Planning, developing, and co/facilitating group orientation workshop sessions;
  • Perform exit plan and onward transition/referral to eligible BCNSP, IRCC, or broader community services;
  • Developing and maintaining a network of appropriate contacts with external service providers to support and follow up on client referrals based on needs and eligibility of client group;
  • Liaise with other community service providers, professionals to coordinate services and to ensure that interests of clients are considered in decisions affecting them;
  • Maintaining client files on CRM, including intake, detailed needs assessment, wrap-around support plan progress, and exit/transition to other eligible services, preparing reports and compiling statistics;
  • Conducting program promotion to community services, media sources, and internal marketing;
  • Accompany clients to appointments as needed;
  • Adhere to agency policies and procedures and standards of practice;
  • Performs other related duties as required.

Qualified Candidates will possess:

  • Bachelor's Degree in related human/social service field; and one (1) years recent settlement services-related work experience, or an equivalent combination of education, training, and experience;
  • Demonstrated knowledge of the needs and issues of refugee claimants, CUEAT Visa Holder, and refugees in Canada;
  • Demonstrated knowledge of relevant community resources, programs, and services;
  • Demonstrated recent experience in conducting client needs assessments with vulnerable refugee populations and implementing a holistic service or action plan;
  • Ability to speak/read/write English and one of the contract languages at a professional level (Dari/Pashto, Punjabi, Arabic, or Spanish/French);
  • Knowledge of the community agencies, services, and resources, especially in the communities of Surrey and Delta;
  • Demonstrated ability to work independently, problem solve with confidence to ensure effective service provision;
  • Demonstrated ability of using online communication platforms, such as Zoom and MS Teams;
  • Strong networking skills as well as verbal & written communication skills including the ability to present information to multi-cultural groups;
  • Demonstrated ability to provide support to the target service users in the event of workplace safety or employment standards violation, and other relevant legal assistance;
  • Knowledge in the areas of federal and provincial immigration programs and processes;
  • Demonstrated ability to work collaboratively within a team and inter-departmental teams;
  • Intermediate to advanced level user of MS Office, Internet, and email applications.
