Job Description
The Project Controls Advisor plays a crucial role in consolidating scope and cost for large-scale projects ranging from ~$25M to $1B+. This position ensures that projects adhere to our governance process and collaborates with the Project Manager to secure executive approval throughout the project lifecycle.
In addition to aggregating and reporting on estimated project costs, the advisor develops responses to regulatory and legal data requests related to estimated costs.
This subject matter expert will be responsible for developing and implementing project estimation and aggregation methodologies, including risk and contingency application.
- Collaborate with Project Management, Project Controls, Engineering, Finance, Law, Regulatory, and other departments to:
- Plan, schedule, and manage the process for gathering scope and cost information for project aggregations at each stage gate from all disciplines.
- Analyze cost estimates to ensure they align with historical benchmarks for projects with comparable scope. Investigate the rationale and drivers behind estimates that deviate from historical costs or expectations with estimators from functional groups.
- Manage supporting documentation for stage gate updates and regulatory filings.
- Precision review project aggregations with minimal supervision.
- Develop cost estimates for new Transmission & Distribution Substations, Rebuild/Expansion of Substations, Major Equipment Replacements, Protection Upgrades/SA3, and new Customer Substations.
- Create scope take-offs based on Design Specifications, Meeting Minutes/Scope of Work, and Electrical & Civil drawings.
- Evaluate material and labor costs using estimating standards for direct and indirect costs and prepare estimates for Cost Estimating Tools like SCMT and InEight.
- Work closely with cross-functional stakeholders and leverage knowledge of engineering, cost estimating, scheduling, and project management to review cost estimates and obtain approvals.
- Perform detailed variance analysis for cost estimates at various stages of the project life cycle. Prepare and update estimates based on change requests for scope, cost, and schedule.
- Complete peer reviews of cost estimates prepared by different estimating team members to validate accuracy, scope, jurisdictional splits, and cost elements.
Requirements
Required Skills/Abilities:
- A minimum of ten years of experience in the construction industry.
- Thorough understanding of civil engineering principles, practices, and tools.
- Proficiency in computer-assisted design (AutoCAD) and other design, data recording, and analysis software.
- Ability to read, interpret, and understand engineering plans and schematics, as well as soils reports.
- Capacity to visualize finished grade production.
- Knowledge of Best Management Practices (BMP).
- Thorough understanding of materials, methods, and tools involved in the construction or repair of buildings.
- Thorough understanding of safety regulations related to assigned projects.
- Ability to identify and solve complex problems.
- Excellent verbal and written communication skills.
- Ability to be both creative and analytical.
- Extremely detail-oriented and accurate.
