Job Summary

We are seeking a highly skilled Financial Planning and Analysis Specialist to join our team at the City of Toronto. As a key member of our finance department, you will be responsible for developing and implementing detailed plans and recommending policies/procedures regarding program specific requirements.

Key Responsibilities

  • Develop and implement detailed plans and recommend policies/procedures regarding program specific requirements.
  • Conduct research into assigned area ensuring that such research takes into account developments within the field, corporate policies and practices, legislation and initiatives by other levels of government.
  • Ensure that project expenditures are controlled and maintained within approved budget limitations.
  • Prepare and analyze divisional budget including monitoring of program expenditures, staffing and revenues.
  • Analyze budget submissions for conformance to corporate policy and rules, perform comparison with prior year and identify issues.
  • Provide technical advice and support to staff with problems/issues during the development of budget.
  • Prepare and present the capital and operating budget to senior management and/or various committees.
  • Undertake detailed analysis and recommend corrective action related to operating and capital variance reporting, budgeting and financial control.
  • Provide financial, budgetary and administrative advice, guidance and analysis to support the delivery of services by the Division.
  • Monitor in-year operating and capital budget adjustments and position adjustments.
  • Review financial documents to determine correctness and validity of accounting information.
  • Provide support to operating managers and directors by monitoring key performance and financial indicators.
  • Develop financial and management reports for review by senior management.
  • Develop and maintain financial and statistical databases.
  • Conduct special studies and analysis of programs, estimates, expenditures and revenue.
  • Prepare reports and briefing notes, presentation material for staff on financial and administrative matters.
  • Provide directions, training and technical support to other financial staff.
  • Participate on special corporate project teams as an administrative/financial resource.
  • Prepare special analyses and costing information as required by senior management.
