Job Summary:

The Halifax Regional Municipality is seeking a highly skilled and experienced Building Standards Supervisor to join our team in Planning and Development. As a key member of our team, you will be responsible for ensuring compliance with the Building Code and other relevant regulations.

Key Responsibilities:

  • Act as a senior subject matter expert in the application and interpretation of the Building Code.
  • Supervise the review of construction projects to ensure compliance with the Building Code and other relevant regulations.
  • Liaise with design professionals, developers, contractors, and other approval agencies to ensure compliance with the Building Code.
  • Supervise the review and approval of objective-based solutions and new products for code compliance.
  • Provide technical and procedural information to customers in response to their enquiries.
  • Supervise the review and approval of minor permits applications directly with clients.
  • Provide consistent and fair application of construction standards.
  • Establish and monitor procedures to ensure efficiency, accuracy, and consistency in the processing of all permit applications, inspection requests, and responses to internal and external enquiries.
  • Administer HRM policies, procedures, and interpretations relative to Building Code compliance.
  • Resolve conflicts resulting from business unit activities.
  • Responsible for implementing and complying with HRM Corporate Occupational Health & Safety policies, Business Unit (BU) specific safety policies, the NS Occupational Health & Safety Act, and the safety regulations applicable to the work activity.
  • Responsible for training and development plans, performance objectives, and review of the level 2 Building Officials; sets and recommends benchmarks and performance measures for the staff and department.
  • Provides direction to staff regarding standard operating procedures.
  • Provides leadership in the development and maintenance of a positive work environment.
  • Directs, coaches, and supports staff in achieving service standard deliverables.
  • Recruits, hires, trains, develops, and provides orientation to new employees.
  • Ensures that the section conforms to HRM policies and procedures.
  • Prepares schedules, daily time sheets, accident/injury reports, enforcement documents, and material requisitions.
  • Evaluates staff performance and takes disciplinary action when needed and as required.
  • Manages compliance with terms and conditions of collective agreement and acts as first responder in grievance process.
  • Schedules and approves staff call-in and overtime.
  • Submits and approves staff payroll, attendance, vacation, sick leave, etc.
  • Initiates and applies corporate attendance support program.

Qualifications:

  • Must have a Level 2 Diploma of Qualification as issued by the Nova Scotia Building Code Training and Certification Board.
  • Certificate or Diploma in Construction or Building Technology or a Certificate in Engineering Technology (CET) or Department of Labour Trade Certificate in a construction-related field is considered an asset.
  • Minimum of 5 years' experience within the construction and/or development industry.
  • Minimum of 2 years' experience enforcing the Building Code within the scope of a level 2 Building Official.
  • Must have experience administering provincial and/or municipal regulations, statutes, and by-laws in a regulatory environment of the construction or development industry.
  • Supervisory experience is considered an asset.

Technical/Job Specific Knowledge and Abilities:

  • Demonstrated ability and competency to inspect buildings, structures, facilities, and occupancies under the scope of a BO2 and as defined by the Nova Scotia Building Code.
  • Good knowledge of the regulatory administrative and community context of community development.
  • Working knowledge of the Municipal Government Act, the Building Code Act and Regulations, municipal by-laws related to construction approvals, and a good understanding of their interrelationship.
  • A broad knowledge of operations, policies, procedures, and regulations relative to municipal construction approvals.
  • Knowledge of associated departments and agencies as well as their related procedures and regulations.
  • Ability to communicate both written and orally.
  • Ability to prioritize and coordinate a multitude of tasks and responsibilities.
  • Knowledge of standard software and technology.
  • Knowledge and skills related to budget review and management.
  • Knowledge and skills related to human resource management and labour relations as well as good knowledge of collective agreement administration.
  • Knowledge of quality front-line customer service principles and safety standards.

Work Status: Permanent, Full-time

Hours of Work: Monday to Friday, 8:30 a.m. to 4:30 p.m., 35 hours per week. Flex options to work outside of these hours and hybrid may be available.

Salary: Non-Union level 7 $82,080 - $106,220
