Job Summary:

The Manager, Engineering and Operations will lead the effective management of processes and resources for the purpose of providing direction to a cross-functional team executing distribution substation capital project planning and developing and leveraging analytical capabilities in load forecasting to manage the capacity of distribution system grid assets.

Key Responsibilities:

  1. Supervise a team of technical professionals and students, including engineers, to develop and execute short-term and long-term investment, business, and/or technology plans for Toronto Hydro substations.
  2. Support and direct substation planning activities that are part of the Integrated Planning and Portfolio Reporting (IPPR) process on an annual basis while driving continuous improvement within the process.
  3. Lead and/or support the development and implementation of innovation and continuous improvement initiatives to advance the utility's Peak Demand Load Forecasting ability.
  4. Lead and coordinate the Stations Planning contribution to Rate Filing Application (Distribution System Plan and related elements) in close collaboration with key stakeholders.
  5. Respond to stakeholder requirements and deliver strategic input for inclusion in regulatory filings and other business cases.
  6. Conduct research and studies on technology and engineering trends and assemble strategic plans, specifically as it relates to distribution substation modernization.
  7. Review engineering work and plans relating to asset plans, capacity planning, system planning, standards, and maintenance to support the establishment of executable work plans with embedded safety and quality operational considerations.
  8. Forecast work volumes and resourcing; prioritize and manage work flows to ensure all internal and external deadlines are met.
  9. Lead project management and oversight related to the execution of distribution system plans and alignment to regulatory filings.
  10. Have a strong understanding of the operations within the organization – including knowledge of investment planning, procurement, maintenance, and system reliability.
  11. Have demonstrated knowledge of the electrical substation design, including substation system equipment and related technology.
  12. Be accountable for prioritization for project interdependencies, risks, resourcing, and project scope and change management.
  13. Oversee the development of evidence and requirements; contribute to the development of accurate and defendable plans and evidence through the development of high-quality business cases in order to obtain approval from various internal and external stakeholders.
  14. Play a key role in advancing Toronto Hydro's asset management capabilities and strategic asset management plan, including the ISO 55000 alignment initiative.
  15. Manage internal and external stakeholder relationships and expectations effectively to support team success.
  16. Ensure data is updated/maintained to be used for the regulatory application and during interrogatories.

Requirements:

  1. Bachelor degree in Engineering (Electrical preferred); postgraduate degree preferred.
  2. Registered Professional Engineer in Ontario.
  3. Six (6) years engineering and/or asset management experience, preference to regulated utility engineering or operations experience.
  4. Three (3) years of progressive leadership and/or project leadership experience.
  5. Experience working on strategic initiatives and successfully leading change management in an organization.
  6. Valid Class "G" Drivers License.
  7. Experience in process optimization, designing, mapping, and successfully rolling out new initiatives to the organization.
  8. Strong knowledge of best practices for utility engineering planning and asset management best practices.
  9. Strong understanding of the operations within the organization – including knowledge of standards, procurement, maintenance, and system reliability.
  10. Knowledge of finance model for capital program – project budget, expenditures, etc.
  11. Superior change management and stakeholder engagement skills.
  12. Strong execution and project management skills.
  13. Creative and innovative thinking.
  14. Strong customer relationship management skills.
  15. Strong written and verbal communication skills.
  16. Strong problem-solving and decision-making skills.

Toronto Hydro has introduced a Hybrid Work Arrangement. This position allows for remote work up to three days per week, based on business needs. Employees will be required to come onsite on those days when they are involved in activities that they or their leader feel are better conducted in person. You are expected to live in Ontario and within reasonable commuting distance of the office.
