Halifax Regional Municipality is seeking a skilled Procurement Officer to join its Finance & Asset Management team.

The successful candidate will be responsible for the acquisition of Goods, Services, and Construction required for HRM and its agencies, Boards, and Commissions.

Key responsibilities include:

  • Leading the procurement cycle for the procurement of Goods, Services, and Construction
  • Interpreting and applying appropriate procurement policies, guidelines, and procedures
  • Conducting sourcing and spend analysis and recommending purchasing strategies
  • Contributing to the recommendation of award of contract and preparing contract documents
  • Identifying and participating in cooperative and collaborative procurement opportunities
  • Applying the requirements of the HRM Social Value Framework and Supplier Code of Conduct
  • Recognizing and applying metrics and measurements to track procurement performance
  • Assisting the Portfolio Manager with assigned portfolio work

The ideal candidate will have a bachelor's degree or college diploma with a focus on Business, Law, Public Administration, Supply Chain management, or an acceptable combination of education and previous work experience.

Minimum 2 years of related experience in Procurement or Supply Chain management is required, with experience using automated sourcing solutions and/or ERP to procurement processes.

Completed courses in public procurement are an asset, as is experience in municipal government or a related sector.

The successful candidate will possess strong analytical skills, business acumen, and the ability to work in a highly structured and unionized environment.
