Job Summary:

We are seeking a Senior Project Manager Leader to lead large-scale, complex projects for OPS I&IT initiatives. The successful candidate will ensure project deliverables meet clients' business requirements on time and budget, with a focus on cost-effectiveness, efficiency, and compliance with OPS project management methodologies and frameworks.

Responsibilities:

  • Provides project management on large-scale, complex, high-profile, and high-risk projects for OPS I&IT initiatives.
  • Ensures project deliverables meet clients' business requirements on time and budget, with a focus on cost-effectiveness, efficiency, and compliance with OPS project management methodologies and frameworks.
  • Leads organizational development strategy development, business planning, and Ministry funding requests.
  • Gathers and develops requirements to create and maintain a detailed project schedule and/or integrated plan.
  • Monitors and forecasts project costs and provides reporting and input to ensure targets are met.
  • Develops and manages project schedules, deliverables, and scope.
  • Promotes I&IT project management best practices and adherence to standard methodologies.
  • Directs project teams to ensure project deliverables are delivered on time and adhere to government and Ministry standards.
  • Coordinates and monitors project processes and develops/communicates guidelines and procedures.
  • Sources, selects, and onboards team members in various disciplines, clarifies roles and responsibilities, and sets task/deliverable/performance expectations for resources.
  • Resolves resourcing and interpersonal conflicts, negotiates changes to resourcing, ensures knowledge is shared among team members, and project objectives and deliverables are met.
  • Effectively manages large project budgets and ensures a high level of fiscal control and accountability, including estimates, forecasts, and reconciliation/confirmation of actuals.
  • Proactively identifies potential risk events and issues before they occur, so proper mitigating strategies can be developed.
  • Articulates and prioritizes issues and risks at senior executive levels and recommends mitigation strategies for decision-makers.
  • Establishes and participates in steering committee and stakeholder forums.
  • Provides project, program, and/or portfolio reporting to multiple stakeholders at senior executive levels.
  • Uses appropriate strategies and actions to overcome resistance to change and capitalize on forces in support of change during all stages of projects, concept definition, planning, implementation, and closeout.
  • Promotes OPS I&IT standards and best practices for project management to facilitate control of system quality, adherence to standard methodology, and the control of the use of I&IT resources.

Desirable Skills:

  • Experience leading projects involving Esri-based geospatial solutions, ArcGIS Portal, ArcGIS Online, ArcGIS Server, ArcGIS Image Server, GIS infrastructure, middleware, maintenance services, applications, databases, monitoring, and tools.
  • Experience leading projects involving integrated networking technologies, Microsoft Azure, Oracle Spatial, MS Fabric, mid-range server, enterprise storage, and personal computer system technologies.
  • Knowledge and understanding of Project Management Institute's Project Management Body of Knowledge.
  • Knowledge and understanding of Information Management principles, concepts, policies, and practices.
  • Knowledge and understanding of Accessibility for Ontarians with Disability Act (AODA) and related regulations and standards.
  • Ability to make recommendations on the acquisition of software, hardware, and technology resources.
  • Experience managing and coordinating project monitoring, anticipating and troubleshooting issues, providing ongoing expertise, resolving problems, and providing project effectiveness.
  • Ability to identify conflict between project and functional areas and develops responses to successfully address conflict.
  • Ability to handle client relationships, manage expectations, provide updates as required, identifies potential conflicts between project and functional areas.

  • 5 years as Project Manager.
  • Formal Project Management training.
  • Experience leading large, technically complex projects.
  • Experience identifying issues, risks, setting out project timelines, tracking, managing, and reporting progress.
  • Experience leading multi-disciplinary projects with IT groups, industry, and business clients.

Nice To Haves:

  • Experience leading GIS (Esri) based projects, e.g., ArcGIS Portal and/or ArcGIS Online.

Project Management Experience:

  • Formal Project Management training.
  • Experience leading large, technically complex projects.
  • Experience identifying issues, risks, setting out project timelines, tracking, managing, and reporting progress.
  • Experience leading multi-disciplinary projects with IT groups, industry, and business clients.

Communication Experience:

  • Experience resolving conflict.
  • Experience communicating technical concepts to lay audiences.
  • Experience negotiating project direction to achieve consensus.
  • Experience coordinating Business Analysts and stakeholder engagement.

Technical Experience:

  • Experience leading GIS (Esri) based projects, e.g., ArcGIS Portal and/or ArcGIS Online.
  • Experience leading IT Infrastructure modernization and maintenance focused projects.
  • Experience with Microsoft Azure infrastructure.

IT Public Sector Experience:

  • Experience leading projects in the Land and Resources I&IT Cluster (LRC).
  • Experience overseeing Digital First Assessments, Cyber Security, Architecture reviews, and other corporate reviews from within the Ontario Government.
  • Experience coordinating the design and implementation of new IT solutions within the Ontario Government.
