Job Title: Senior Project Manager Leader

Job Summary: We are seeking a highly experienced Senior Project Manager Leader to join our team at Maarut Inc. The successful candidate will be responsible for leading large-scale, complex projects and ensuring they are delivered on time, within budget, and to the required quality standards.

Key Responsibilities:

  • Provide project management on large-scale, complex, high-profile, and high-risk projects for OPS I&IT initiatives.
  • Ensure project deliverables meet clients' business requirements on time and budget, with a focus on cost-effectiveness, efficiency, and compliance with OPS project management methodologies and frameworks.
  • Lead organizational development, strategy development, business planning, and Ministry funding requests.
  • Gather and develop requirements to create and maintain a detailed project schedule and/or integrated plan.
  • Monitor and forecast project costs and provide reporting and input to ensure targets are met.
  • Develop and manage project schedules, deliverables, and scope.
  • Promote I&IT project management best practices and adherence to standard methodologies.
  • Direct project teams to ensure project deliverables are delivered on time and adhere to government and Ministry standards.
  • Coordinate and monitor project processes and develop/communicate guidelines and procedures.
  • Sources, selects, and onboards team members in various disciplines, clarifies roles and responsibilities, and sets task/deliverable/performance expectations for resources.
  • Resolve resourcing and interpersonal conflicts, negotiate changes to resourcing, and ensure knowledge is shared among team members.
  • Effectively manage large project budgets and ensure a high level of fiscal control and accountability, including estimates, forecasts, and reconciliation/confirmation of actuals.
  • Proactively identify potential risk events and issues before they occur, so that proper mitigating strategies can be developed.
  • Articulate and prioritize issues and risks at senior executive levels and recommend mitigation strategies for decision-makers.
  • Establish and participate in steering committee and stakeholder forums.
  • Provide project, program, and/or portfolio reporting to multiple stakeholders at senior executive levels.
  • Use appropriate strategies and actions to overcome resistance to change and capitalize on forces in support of change during all stages of projects, from concept definition to closeout.
  • Promote OPS I&IT standards and best practices for project management to facilitate control of system quality, adherence to standard methodology, and the control of the use of I&IT resources.

Desirable Skills:

  • Experience leading projects involving Esri-based geospatial solutions, ArcGIS Portal, ArcGIS Online, ArcGIS Server, ArcGIS Image Server, GIS infrastructure, middleware, maintenance services, applications, databases, monitoring, and tools.
  • Experience leading projects involving integrated networking technologies, Microsoft Azure, Oracle Spatial, MS Fabric, mid-range server, enterprise storage, and personal computer system technologies.
  • Knowledge and understanding of Project Management Institute's Project Management Body of Knowledge.
  • Knowledge and understanding of Information Management principles, concepts, policies, and practices.
  • Knowledge and understanding of Accessibility for Ontarians with Disability Act (AODA) and related regulations and standards.
  • Ability to make recommendations on the acquisition of software, hardware, and technology resources.
  • Experience managing and coordinating project monitoring, anticipating and troubleshooting issues, providing ongoing expertise, resolving problems, and providing project effectiveness.
  • Ability to identify conflict between project and functional areas and develop responses to successfully address conflict.
  • Ability to handle client relationships, manage expectations, provide updates as required, identify potential conflicts between project and functional areas.

Requirements

Experience and Skill Set Requirements:

Must Haves:

  • 5+ years as Project Manager.
  • Formal Project Management training.
  • Experience leading large, technically complex projects.
  • Experience identifying issues, risks, setting out project timelines, tracking, managing, and reporting progress.
  • Experience leading multi-disciplinary projects with IT groups, industry, and business clients.

Nice To Haves:

  • Experience leading GIS (Esri) based projects, e.g., ArcGIS Portal and/or ArcGIS Online.

Skill Set Requirements:

Project Management Experience:

  • Formal Project Management training.
  • Experience leading large, technically complex projects.
  • Experience identifying issues, risks, setting out project timelines, tracking, managing, and reporting progress.
  • Experience leading multi-disciplinary projects with IT groups, industry, and business clients.

Communication Experience:

  • Experience resolving conflict.
  • Experience communicating technical concepts to lay audiences.
  • Experience negotiating project direction to achieve consensus.
  • Experience coordinating Business Analysts and stakeholder engagement.

Technical Experience:

  • Experience leading GIS (Esri) based projects, e.g., ArcGIS Portal and/or ArcGIS Online.
  • Experience leading IT Infrastructure modernization and maintenance focused projects.
  • Experience with Microsoft Azure infrastructure.

IT Public Sector Experience:

  • Experience leading projects in the Land and Resources I&IT Cluster (LRC).
  • Experience overseeing Digital First Assessments, Cyber Security Architecture reviews, and other corporate reviews from within the Ontario Government.
  • Experience coordinating the design and implementation of new IT solutions within the Ontario Government.
