Job Summary:

The Senior Program Analyst plays a key role in supporting the Commission's program planning function, driving the delivery and management of affordable housing programs across the province. This position assumes a leadership role on complex projects, involving in-depth financial analysis, policy analysis, and the development of recommendations for policy/program alternatives and service delivery options.

Education and Experience:
  • Bachelor's degree in planning, public policy, social sciences, economics or a related field.
  • Considerable experience in leading complex analytical research projects, including stakeholder consultations, report preparation, and recommendation provision.
  • Considerable experience in public policy analysis, program design/evaluation, or complex financial analysis, particularly in the field of housing or real property.
  • Or an equivalent combination of education, training, and experience acceptable to the employer.

Key Responsibilities:
  • Lead and coordinate complex projects involving extensive consultation with staff and external groups.
  • Develop and implement effective project plans, tracking key deliverables and milestones.
  • Identify key measures of success and monitor project progress.
  • Conduct in-depth financial analysis of complex issues within housing projects and portfolios.
  • Analyze current and proposed policies, programs, and legislation.
  • Develop recommendations for policy/program alternatives and service delivery options.
  • Build and maintain effective relationships with internal staff and external stakeholders.

Qualifications:
  • Strong analytical abilities, including intersectional analysis, research, problem-solving, and organizational skills.
  • Excellent verbal and written communication skills, including the ability to present information clearly and concisely to various audiences.
  • Strong leadership skills and ability to work independently and as part of a team.
  • Intermediate to advanced proficiency with Microsoft programs, including Excel, Word, Access, Outlook, PowerPoint, and Project.
