Purpose of the Position

The Program Development Officer is responsible for researching, designing, developing, implementing, and evaluating programs that align with the strategic goals of the Workers' Safety and Compensation Commission (WSCC). This role involves planning, coordinating, and conducting stakeholder engagements to maximize input received and information collected, which guides WSCC programs, services, and policy development.

The Program Development Officer role is a highly collaborative one that involves working with multi-disciplinary teams and communicating with internal and external stakeholders in various mediums. Through collaboration, the Program Development Officer conducts needs assessments, creates development and implementation strategies, identifies emerging issues in programming, develops and conducts stakeholder engagements, and ensures that project outcomes meet the needs of stakeholders.

Scope

The WSCC is a Crown Corporation of the Governments of the Northwest Territories and Nunavut, directed by a Governance Council through the President & CEO. WSCC operations are located in Yellowknife and Iqaluit.

The WSCC promotes safe workplaces through education and prevention and cares for injured workers through a system of no-fault compensation. The system is funded through the collection of assessments from employers and is governed by the Workers' Compensation Acts of the Northwest Territories and Nunavut.

This position is located in the Yellowknife office, reports to the Manager, Program Development and Stakeholder Engagement, and takes the lead in the development and evaluation of external-facing WSCC programs and stakeholder engagements assigned by the unit manager.

Responsibilities
  1. Program Development and Evaluation
    • Research and design programs and evaluation plans that meet WSCC mission, vision, and values.
    • Identify and assess program needs to make recommendations for development of new and improvement of existing programs to ensure effectiveness, relevance, and timeliness of delivery.
    • Collaborate with internal and external stakeholders to identify and define requirements, scope, and objectives.
    • Develop and implement program evaluation plans that result in measurable criteria for program successes and where improvement is needed.
    • Develop program development management plans based on fundamental project management concepts.
    • Analyze risks and opportunities.
  2. Stakeholder Engagement
    • Support the development and successful implementation of stakeholder engagement plans utilizing WSCC's Stakeholder Engagement Framework.
    • Develop stakeholder engagement project materials, including topic discussion papers, topic summaries, and survey questions.
    • Work with Communications to ensure messaging is tailored to specific audiences for use across multiple channels.
    • Collaborate with subject matter experts for delivery of surveys, workshops, community working groups, meetings, and focus groups.
    • Facilitate engagement activities.
    • Conduct analysis of engagement responses.
  3. Program and Project Coordination
    • Coordinate program activities, resources, and information.
    • Work with the manager to identify units for program support and break projects into doable actions and set timeframes.
    • Reporting on program and project status.
    • Help prepare budgets when applicable.
    • Monitor program activities progress and handle any issues that arise.
