Job Title: Proposal Specialist, Infrastructure

We are seeking a highly skilled Proposal Specialist to join our team in Vancouver, BC. As a Proposal Specialist, you will play a critical role in coordinating and supporting the development of proposals for major infrastructure projects in Western Canada.

Key Responsibilities:
  • Develop a detailed understanding of client proposal requirements and develop proposal calendars and responsibility matrices.
  • Create templates for proposals, resumes, and project sheets, and prepare, edit, and format proposal sections, resumes, and project sheets.
  • Track and ensure timely proposal deliverables from internal and external partners, including health and safety forms, proposal forms, finance support letters, and write-ups from various authors.
  • Assist with the writing, formatting, and proofing/editing of proposals based on input from multiple authors.
  • Research relevant statistics, project work plans, and other sources of information to extract relevant content and gather and coordinate flow of information from subject matter experts.
  • Ensure that all content is supplied by the team to be compliant with proposal requirements and prepare proposal write-ups for various construction-related topics.
  • Organize and schedule team meetings, prepare meeting agendas, and take meeting minutes, and print, package, and deliver final proposal submissions or submit electronically as required.
  • Manage SharePoint or other document management systems and track and report on Key Performance Indicators (KPIs) and other team objectives.
  • Work with graphic designers to develop JV logos, binder, and tab designs, and present to the consortium, and ensure binders, USBs, tabs, covers, and other materials are ordered and available for final assembly of proposals.
  • Attend pre-bid meetings and post-bid debrief meetings and summarize results and lessons learned to report back to the project team.
  • Drive an inclusive culture to promote equity, welcome different perspectives, and enable career progression by fostering a sense of belonging.
Requirements:
  • Strong English language and technical writing skills, and an aptitude for understanding technical terminology.
  • Attention to detail, coupled with the ability to proofread and edit material, and identify errors and omissions.
  • Minimum of 5 years of relevant proposal development experience, preferably with BC infrastructure projects or a similar environment.
  • Bachelor's degree or diploma from a recognized post-secondary institution in language, communications, marketing, business, or engineering, or equivalent experience.
  • Knowledge of industrial construction RFP and EOI processes, including bonding, safety, quality control, project controls, addenda, RFI's, contract types, and commercial requirements.
  • Flexibility to work overtime to meet proposal deadlines when required.
  • Ability to read industrial construction drawings and specifications is an asset.
Preferred Qualifications:
  • Previous experience in consulting, engineering, or legal, and/or major project joint venture experience.
  • Knowledge of Canadian Press style guide.
