Intermediate Systems Engineer, Naval Communications Systems

About Your Next Challenge as a Systems Engineer for Naval Communications:
The ideal candidate will possess a comprehensive understanding of the systems engineering process, from concept phase to system test, as well as a working knowledge of software engineering processes. Key responsibilities include:
- Leading system engineering activities for bids, contracts, and products in the military and civilian markets for domestic and international customers;
- Developing high-level conceptual designs, innovative, scalable, and adaptive solutions to complex systems;
- Creating Interface Control Documents (ICDs) between system components;
- Conducting systems studies and analyses;
- Performing trade studies and engineering budgets (power, weight, design margin, etc.);
- Identifying risks, writing risk statements, and preparing risk mitigation strategies;
- Analyzing and tracking baseline changes;
- Estimating work packages;
- Designing, implementing, and executing system test cases, analyzing, and evaluating test results;
- Developing technical specifications for suppliers and subcontractors, identifying potential suppliers, and monitoring supplier performance;
- Scoping and costing specialty efforts;
- Engaging with industry and conducting trade studies to refine equipment specifications and develop optimal system solutions;
- Preparing equipment procurement specifications;
- Developing test plans to verify and validate requirements;
- Conducting vendor evaluations with established criteria;
- Eliciting and decomposing requirements towards subsystem elements, including subcontracted items;
- Deriving and developing requirements for subsystem elements;
- Managing technical subcontractors, including work scope and compliance of supplied solutions;
- Developing preliminary and detailed designs for system and subsystem elements;
- Producing technical documentation to capture system and subsystem designs, including architecture, interfaces, and installation elements;
- Supporting test, verification, and validation activities.
Required Skills and Experiences:
- Requires proficient knowledge of job area and may have practical knowledge of project management;
- Bachelor's Degree and minimum 4 years of prior relevant experience, or Graduate Degree and a minimum of 2 years of prior related experience, or in lieu of a degree, minimum of 8 years of prior related experience.

- Knowledge of naval communication systems, including V/UHF systems, SATCOM systems, tactical voice systems;
- Knowledge of environmental, EMI/EMC, and certification requirements;
- Knowledge of RF antenna performance and co-site interference tools and processes;
- Experience working in different operating systems (Windows, Linux, Apple, etc.);
- Working knowledge of IBM DOORS;
- Strong verbal and written communication skills;
- Working knowledge of typical military and IEC standards used for system design and test;
- Knowledge of naval and commercial certification standards and processes;
- Proficient in MS Office tools.
Eligibility Criteria (Mandatory):
- Must be eligible for registration with the Controlled Goods Program;
- Must be eligible to obtain and maintain a government of Canada Reliability status and Secret Level 2/NATO SECRET security clearance;
- Must be eligible to meet the requirements for U.S. International Traffic in Arms Regulations (ITAR).
