Job Description

General Dynamics Mission Systems–Canada is seeking a highly skilled and experienced professional to fill the role of Systems Engineering Analyst Lead in our Air & Naval division.

This position involves working closely with our customer and other industry stakeholders to develop plans and procedures for in-service support (ISS) programs. The successful candidate will lead cross-functional Integrated Project Teams (IPTs) and provide a comprehensive ISS program and Through Life Management Plan (TLMP) plan.

Key Responsibilities:
  • Program Management: Manage databases, research and analyze data, perform technical assessments, recommend improvements, and produce reports and metrics as requested by the customer and/or program manager.
  • Proposal Development: Develop Proposals, Statement of Works (SOWs) and Quotes for the Emergent Work Requests, respond to Requests for Quotes (RFQ) from the customer and perform estimates and provide technical information required to support submission of quotes.
  • Annual Operating Plan (AOP): Plan and develop an AOP for budget considerations, along with the Program Manager (PM) and Deputy PM.
  • Program Monitoring and Control: Utilize the customer's Information System and GDMS-C's Enterprise Resource Planning (ERP) system to collect, analyze and monitor key elements of the program.
  • Configuration Audit: Lead the Initial Baseline Review (IBR) configuration audit activities and associated report creation to document the results in support of the TLMP.
  • Program Execution: Provide support and influence for the planning, scheduling and execution of program docking work periods (DWPs) including repairs, overhauls, and maintenance.
  • Industry Partnerships: Work closely with industry partners on repair and overhaul, obsolescence management, upgrade planning, failure monitoring and analysis, and spares inventory management.
  • Complex Engineering Changes: Oversee the free flow repair and overhaul of the highly complex Radar systems to ensure that repairs/overhauls are executed in a timely manner.
  • Strategic Initiatives: Support and/or lead the development of complex Engineering Changes (EC) including upgrades to the Radar Systems.
  • Travel and Communication: Travel to the Fleet Maintenance Facility (FMF) sites in Victoria, BC and Halifax NS to interact with the Ships Staff and DND maintainers in order to establish and maintain open communications as part of the Industry Integrated Project Team (IPT).
  • Work Breakdown Structures (WBS): Support the planning, initiation and execution of WBS, work packages, cost accounts.
  • Financial Analysis: Support periodic schedule and cost status including preparation of presentations for company and customer program reviews.
  • Risk Management: Proactively identify issues and make recommendations to mitigate risk.
  • Commercial Services: Support program financial analysis by providing knowledgeable advice with regard to the reliability and associated risks of forecast data.
Qualifications:
  • Education: Bachelor's Degree in Engineering with a minimum of 5 years' of experience.
  • Communication and Leadership: Strong communicator and ability to motivate others through collaborative leadership.
  • Analytical Skills: Excellent analytical capacity to interpret data and link to underlying causes, identify trends and problems early on and make recommendations.
  • Teamwork and Adaptability: Positive attitude and ability to work within a team environment.
  • Technical Skills: Proficient with MS Excel, MS Word and Powerpoint, MS Project.
  • Industry Experience: Experience working with manufacturers of defence and naval and/or aerospace equipment would be an asset.
  • Security Clearance: Candidate must be able to obtain and maintain Canadian Security Clearance and a positive Controlled Goods Assessment. Eligibility to work in Canada either as a Canadian Citizen or Permanent Resident.
