Capital Planner

Interior Health Authority is seeking an experienced Capital Planner, Project Manager to lead and direct capital planning projects. The successful candidate will be responsible for preparing project studies, evaluating options, and demonstrating impact to capital and operating costs. Key duties include leading and facilitating all stages of multiple capital planning projects, acting as a liaison between consultants and clients, and identifying the need for external consultants. The ideal candidate will have expertise in cost estimation, project scheduling, and budgeting. They will also be responsible for developing functional programs, concept plans, and business plans, and for reviewing drawings and specifications to ensure adherence to building standards. The Capital Planner, Project Manager will work closely with the project team and key partners to ensure effective program solutions and project delivery objectives are achieved. In alignment with IH's Occupational Health & Safety Program, the successful candidate will maintain a healthy and safe work environment through complying with and implementing applicable Occupational Health and Safety Regulation, responding to requests from WSBC, identifying hazards and communicating risks, ensuring compliance with employee training, conducting effective incident investigations and implementing required corrective actions. The Capital Planner, Project Manager will also be responsible for the reporting and quality control of assigned capital planning projects, and for evaluating proposals for consistency within project requirements and IH policies and standards. The successful candidate will have a strong understanding of building standards, codes, and technical requirements, and will be able to analyze technical and situational information to determine the project's potential impact on services, facilities, systems, and/or staff. They will also be responsible for the preparation of cost estimates, and for monitoring consultant performance for adherence to building standards/codes, consistency with technical requirements, contract conditions, budget, and schedules. The Capital Planner, Project Manager will work closely with the project team and key partners to ensure effective program solutions and project delivery objectives are achieved. The successful candidate will have a strong understanding of project management principles, and will be able to develop a project study implementation and work plan, including identification of key partners, critical timeframes, and processes required to ensure effective program solutions and project delivery objectives are achieved. They will also be responsible for ensuring accurate and timely reporting, and for identifying safety issues and integrating mitigation with the risk management process. The Capital Planner, Project Manager will also be responsible for reviewing and approving all change management documentation project invoices and progress claims for payment, and for maintaining a record of project study work plans and time schedules, identifying key milestones and dates in the process, and preparing monthly reports on process accomplishments.
