Capital Planner

Interior Health Authority is seeking an experienced Capital Planner, Project Manager to join our team on a full-time term-specific basis in Kelowna. As a key member of our team, you will be responsible for leading and directing capital planning projects, ensuring they are delivered within scope, cost, time, and quality.
Key Responsibilities- Lead and facilitate all stages of multiple capital planning projects to ensure cost-effectiveness, adherence to building standards, and consistency with technical requirements.
- Act as a liaison between consultants, external and internal clients, ensuring compliance with client requirements, sound industry practices, and IH policies.
- Identify the need for external consultants and assist in the preparation of procurement documents, supporting the development of project schedules and budgets.
- Perform or arrange for site inspections, develop functional programs, concept plans, and business plans outlining project aspects.
- Initiate and chair start-up meetings, attend project meetings, and review drawings and specifications to ensure adherence to building standards.
- Analyze technical and situational information to determine project impact on services, facilities, systems, and staff.
- Prepare cost estimates, report, and quality control of assigned capital planning projects.
- Evaluate proposals for consistency with project requirements and IH policies, and monitor consultant performance for adherence to building standards and contract conditions.
- Develop project study implementation and work plans, ensuring effective program solutions and project delivery objectives are achieved.
- Ensure accurate and timely reporting, identify safety issues, and integrate mitigation with the risk management process.
- Review and approve change management documentation, project invoices, and progress claims for payment.
- Maintain a record of project study work plans and time schedules, and prepare monthly reports on process accomplishments.

The salary range for this position is $88,990 to $127,923. Interior Health Authority establishes salaries within the minimum and maximum of the salary range based on consideration of the qualifications, experience of the applicant, and an internal equity review of the salaries of other employees.
