About the Role:

Interior Health Authority is seeking an experienced Capital Planner, Project Manager to lead and direct capital planning projects. The successful candidate will be responsible for preparing project studies and evaluating options to demonstrate impact on capital and operating costs.

Key Responsibilities:

  • Lead and facilitate all stages of multiple capital planning projects to ensure cost effectiveness, adherence to building standards/codes, and consistency with technical, project scope of work and functional program requirements.
  • Act as a liaison between consultants, external and internal clients during the planning stages to ensure compliance with client requirements, application of sound industry practices, and consistency with IH policies and practices.
  • Identify the need for external consultants and assist in the preparation of procurement documents, including Expressions of Interest (EOI), Invitation to Quote (ITQ), Request for Qualifications (RFQ), and Requests for Proposals (RFP).
  • Perform or arrange for site inspections, develop functional programs, concept plans, schematic designs, and business plans, and review all drawings and specifications to ensure adherence to building standards.
  • Initiate and chair start-up meetings, attend regularly scheduled project meetings, and analyze technical and situational information to determine the project's potential impact on services, facilities, systems, and/or staff.
  • Responsible for the preparation of cost estimates, reporting, and quality control of assigned capital planning projects, and evaluate proposals for consistency within project requirements and IH policies and standards.
  • Monitor consultant performance, develop a project study implementation and work plan, and ensure accurate and timely reporting.
  • Identify safety issues and integrate mitigation with the risk management process, review and approve all change management documentation, project invoices, and progress claims for payment.
  • Maintain a record of project study work plans and time schedules, identify key milestones and dates in the process, and prepare monthly reports on process accomplishments.
  • In alignment with IH's Occupational Health & Safety Program, maintain a healthy and safe work environment through complying with and implementing applicable Occupational Health and Safety Regulation, responding to requests from WSBC, identifying hazards and communicating risks, ensuring compliance with employee training, conducting effective incident investigations, and implementing required corrective actions.
