Human Resources and Staffing Consultant

Protak Consulting Group, Inc. is seeking a highly skilled, Senior-level Human Resources and Staffing Consultant to join our team for a contract opportunity with the federal government. This position requires a fluently Bilingual (English/French) candidate with an active Government of Canada security clearance.
Key Responsibilities:
- Develop and Implement Resourcing/Staffing Strategies: Collaborate with HR Manager to develop and implement resourcing/staffing strategies aligned with HR plans, job marketing strategy, and tools.
- Support HR Manager in Policy Updates: Provide support to HR Manager in updating policies, directives, guides, and tools related to the corporate staffing program.
- Develop Policies and Directives: Develop policies, directives, guides, and tools, as well as a monitoring framework and review the delegation instrument for the staffing component (forms, administrative practices for digital transformation, etc.).
- Verify and Monitor Staffing Files: Verify and monitor staffing files according to departmental policies.
- Coach Junior Advisors: Coach Junior Advisors to enhance their skills and knowledge.
- Develop Training Sessions: Develop the content of training sessions for sub-delegated managers.
- Other Corporate Projects: Work on other corporate projects as specified by the Technical Authority.
- Work Arrangements: Work will be conducted on-site in Ottawa 2 days per week at a minimum. The remaining work will be completed remotely.
Language Requirement:
- The successful candidate must be fluently Bilingual (English/French), as the work will be conducted in both Official Languages.
Strict Requirements:
- Candidates must provide references with their resume.
- Candidates must hold an active Security Clearance with the Government of Canada.
- Successful candidates must demonstrate 5-10+ years of professional experience in Human Resources or a related field.
- A professional certification (not a certificate) related to Human Resources, Staffing, or Organizational Design & Development is considered an asset.
- The Human Resources Consultant must be able to perform the totality of the work in both official languages, in particular with regards to communicating orally and in writing, and reading and understanding text in both French and English.
Experience Required:
- Extensive and recent experience in developing policies, guidelines, and staffing tools within a staffing/recruitment unit.
- Experience coaching, developing, and delivering training sessions.
- Experience monitoring staffing files and producing reports.
- Recent experience doing research and analysis to formulate recommendations on staffing and recruitment subject matter to Senior Management Officers, such as employees at the Executive level or higher.
