Position Overview

Reporting directly to the Executive Vice President of Real Estate & Development, the Senior Vice President, Property Management will deliver strategic direction and oversee the formulation, execution, and evaluation of Metrolinx's corporate real estate strategy, initiatives, and services. This role encompasses the management of specific real estate assets, including the negotiation of purchase and sale agreements, leases, licenses, and other related real estate contracts; ongoing oversight of Metrolinx's real estate portfolio, including security, property enhancements, tenant relocations, and property administration; as well as supervision of the adjacent development review process, including agreements and permitting.

Key Responsibilities

  • Directs the formulation, execution, and evaluation of Metrolinx's corporate real estate strategy and initiatives.
  • Manages the Business Strategy and Support function to ensure optimal performance of the real estate portfolio, aligned with Metrolinx's objectives.
  • Oversees property management, transactions, and administrative functions to ensure compliance with the corporate real estate strategy.
  • Ensures alignment of property disposals with corporate strategy through financial analyses, business case evaluations, market trend assessments, offer evaluations, and agreement negotiations.
  • Supervises real estate operations management, ensuring administrative and maintenance services are effectively delivered on leased and owned properties.
  • Manages ownership responsibilities related to real estate, including asset financial performance, tenant relations, and heritage considerations.
  • Oversees the Realty component of Asset Retirement Obligations (ARO) and ensures accurate ARO reporting for Metrolinx-owned and leased properties.
  • Provides strategic and operational expertise to Metrolinx executives, Board Members, and management teams.
  • Leads complex negotiations with senior executives from private sector firms, land developers, governmental bodies, and community organizations.
  • Guides the development of strategic goals, key performance indicators, policies, performance analytics, systems, and best practices for the Property Management team.
  • Ensures consistent support for adjacent development projects, with clear and defensible decision-making processes regarding project review, permitting, licensing, approvals, cost sharing, third-party obligations, and capital coordination.
  • Offers strategic leadership on matters related to the Corridor Development Permit program.
  • Collaborates with leaders in Real Estate & Development, Capital Projects Group, Construction Phase Services, and OnCORR.
  • Fosters relationships with Operations & Safety, Planning, Capital Projects Group, Legal, Finance, Environmental Programs & Assessment, and Strategic Communications.
  • Supports the implementation of the Province's TOC program, collaborating with relevant ministries.
  • Identifies commercial opportunities for Metrolinx through engagement with third-party developers.

Qualifications

  • A degree in Business Administration, Urban Planning, Real Estate, Economics, Environmental Studies, or a related field, or an equivalent combination of education, training, and experience.
  • Over 15 years of experience in real estate across various domains, including acquisitions, land development, and operations, preferably within the transportation or construction sectors.
  • Expertise in large-scale real estate development, acquisitions, and operations.
  • Knowledge of transit-oriented development principles and practices, as well as management of third-party agreements.
  • Familiarity with rail safety standards, legislation, and regulations.
  • Understanding of risk management systems and processes.
  • Proficiency in business improvement strategies and performance analytics.
  • Knowledge of change management principles and project management practices.
  • Professional accreditation in real estate or a related field is advantageous.
