Position Overview:

Reporting to the Director of Environment, Health and Safety, the Environmental Programs Manager is tasked with the development, execution, and oversight of strategic initiatives aimed at enhancing the environmental management framework. This role is pivotal in ensuring adherence to policies, mitigating risks, fostering continuous improvement, and complying with both international standards and legislative mandates.

The incumbent will spearhead a dedicated team of professionals focused on delivering environmental program support, optimizing organizational performance, and assisting internal stakeholders in navigating environmental challenges, risks, and incidents.

Key Responsibilities:

  • Oversee all proactive and reactive environmental program activities, including the execution, maintenance, and enhancement of ISO 14001 management system components such as forecasting, planning, execution, and reporting.
  • Provide strategic recommendations to advance the organization’s environmental objectives, business strategies, and initiatives.
  • Conduct environmental impact assessments to gauge the effects of utility projects, offering insights for minimizing adverse impacts and promoting sustainability, thereby facilitating the successful execution of mitigation plans.
  • Aggregate and evaluate environmental data to identify trends and drive enhancements in EHS programs and processes.
  • Prepare internal and external environmental compliance documentation and support the completion of annual plans.
  • Collaborate with various stakeholders to pinpoint environmental risks, set objectives, and devise programs for ongoing improvement and compliance.
  • Design and implement environmental programs, procedures, and training initiatives.
  • Address escalated environmental concerns and coordinate with external regulatory agencies, providing on-site emergency support as required.
  • Lead a team that delivers both planned and responsive environmental client support, including guidance, consultation, incident investigations, and oversight within the Environmental delivery framework.
  • Conduct investigations related to environmental issues and provide frontline EHS leadership at incident sites as necessary.
  • Review client environmental compliance, formulate improvement strategies, and monitor their execution.
  • Drive the continuous review and renewal of environmental policies, processes, and systems.
  • Compile and present performance data related to environmental initiatives, making recommendations and implementing continuous improvement strategies.
  • Manage the daily operations of a small internal team and external experts/vendors, overseeing safety, attendance, performance, and professional development.
  • Offer coaching and constructive feedback to inspire and engage team members in achieving departmental goals.
  • Lead and execute departmental environment, health, and safety projects and initiatives (both proactive and reactive) as needed to enhance performance outcomes.

Qualifications:

  • Bachelor's degree in environmental science, health, safety, or a related field.
  • A minimum of five (5) years of progressive experience in the design, development, implementation, and reporting of environment, health, and safety programs, including auditing.
  • At least two years of experience in environmental program design.
  • Three to five years of progressive leadership experience in managing people and projects.
  • Certification as a Canadian Registered Safety Professional (CRSP) or Environmental Professional (EP) is preferred.
  • Experience with environmental, health, and safety management systems (EHSMS) is highly desirable.
  • A Master's degree in a relevant scientific field is an asset.
  • Utility or industry experience is advantageous.
  • Thorough understanding of environmental audit processes and root cause corrective action methodologies.
  • Familiarity with ISO 14001 compliance standards and environmental management practices is preferred.
  • Knowledge of current industry environmental regulations, standards, and best practices.
  • Skills in project management, stakeholder engagement, facilitation, and change management.
  • Strong negotiation skills and the ability to influence stakeholders.
  • Effective problem-solving and decision-making capabilities.
  • Excellent verbal and written communication skills.

Toronto Hydro offers a Hybrid Work Arrangement, allowing for remote work up to three days per week based on business needs. Employees are expected to work on-site for activities deemed more effective in person. Candidates should reside in Ontario and be within a reasonable commuting distance of the office.
