Position Overview

The Supervisor of Capital Planning & Regulatory Reporting plays a pivotal role in supporting the Chief Financial Officer with the strategic financial management and capital planning of the Corporation. This position is tasked with the design, implementation, and evaluation of the Corporation's regulatory reporting, compliance, budgeting, external funding, and forecasting frameworks pertinent to its utility responsibilities.

Key Responsibilities:

  • Conducts thorough analysis and interpretation of corporate data related to financial planning, capital budgets, and regulatory matters.
  • Develops comprehensive load forecasts to guide future capital initiatives, including generator replacements, power plant upgrades, and distribution infrastructure projects.
  • Leads financial analysis and reporting for regulatory submissions, including major project permits and general rate applications.
  • Monitors and assesses changes in legislation and regulations that may impact the Corporation's financial and operational landscape.
  • Oversees the collection and consolidation of financial data to ensure accurate reporting of business outcomes, developing metrics to safeguard the Corporation's financial integrity.
  • Manages external funding opportunities, including grants and contribution agreements, and prepares necessary progress reports.
  • Ensures timely preparation and submission of all regulatory documentation.
  • Conducts cost of service studies and analyzes rates, adjustments, and regulatory policies.
  • Collaborates with senior management to aggregate and audit information for business reporting and information requests.
  • Drafts briefing notes and correspondence for governmental stakeholders.

Required Qualifications:

  • A diploma or degree in Business Administration, Finance, or Commerce with a focus on Finance or Accounting.
  • A minimum of three years of experience in a financial or regulatory role.
  • Experience in preparing research reports, financial accounting, budgeting, and regulatory compliance.

Preferred Qualifications:

  • Professional designation such as a Master's in Business Administration (CPA) or Chartered Professional Accountant (CPA).
  • Experience in a regulated environment.
  • Familiarity with utility operations.
  • Knowledge of the culture and language of Nunavut.
  • Ability to communicate in Inuktitut, Inuinnaqtun, or French.

A combination of education and relevant experience may be considered. We offer a competitive salary and a comprehensive benefits package, including a defined-benefit pension program and subsidized staff housing. This position is not part of the Nunavut Employee's Union.
