Main Function: This role is accountable to the Director of Infrastructure Capital Planning for the planning, design, and construction of new roadways. Responsibilities include assisting in the planning, scheduling, and design necessary for the maintenance, replacement, or enhancement of existing roads, as well as preparing and managing the capital budget to support quality customer service outcomes and the Division's Business Plan.

Characteristic Duties: Under the general guidance of the Director of Infrastructure Capital Planning:

  1. Assist in the development and execution of the Business Plan encompassing all mandated services within the Section.
  2. Oversee the preparation and management of tenders/quotations and reports for road construction projects, including design, specifications, cost estimates, tender reviews, project management, and commissioning.
  3. Regularly liaise with other Division personnel to establish upgrading and capital priorities while providing technical and maintenance support.
  4. Monitor, assess, and recommend the adoption of emerging practices and technologies that enhance the Infrastructure Capital Planning Division.
  5. Engage, supervise, and direct consultants in the development, design, and construction of roadway projects.
  6. Maintain effective communication and negotiate with various agencies, authorities, and regulatory bodies to ensure accurate information flow regarding road projects.
  7. Act as the representative at court hearings and coordinate with Legal Services and Risk Management on claims related to roadways.
  8. Authorize progress payments for road projects in accordance with established policies.
  9. Participate in Hiring Committees, represent the Employer in disciplinary matters, manage Division staff, and provide technical support and training.
  10. Develop proficiency in computer systems relevant to the Division and collaborate with other Departments.
  11. Attend necessary meetings (e.g., Council, Committees).
  12. Ensure the maintenance and updating of programs for Infrastructure Improvements for Roads.
  13. Develop and maintain comprehensive knowledge of the Safety Manual and applicable Provincial Legislation.
  14. Perform other related duties as required.

Qualifications:

Education and Training:
• University degree in an appropriate Engineering discipline from a recognized University with Canadian accreditation.
• Membership or eligibility for membership in Professional Engineers Ontario (PEO).
• Continuous education initiatives to enhance competencies.
• Project Management Professional Certification is an asset.

Experience:
• A minimum of four (4) years of relevant engineering experience, including at least three (3) years of demonstrated ability in dealing with Corporate functions such as Public Works, Administrative Technical, Financial, Information Systems, Legal, and Human Resources.

Knowledge Of:
• Technical computer systems and applicable legislation and regulations.
• Current and emerging management issues affecting Infrastructure Services.
• Best practices within areas of responsibility.
• Connections to other governmental levels and services as well as the private sector.
• Stormwater Management for transportation corridors is an asset.

Abilities To:

• May require the use of a personal or company vehicle for business purposes. Must be capable of operating a vehicle safely, possess a valid driver's license, and have an acceptable driving record.
