Job Overview
At the City of Toronto, our Engineering and Construction Services (ECS) Division is dedicated to developing safe and sustainable municipal infrastructure that enhances the livability of our city. We provide specialized engineering design and construction services to various city divisions, agencies, boards, commissions, and external clients, including the development industry and utility companies.
The Engineering Review Section plays a crucial role in ensuring that land development applications, transit projects, and third-party initiatives align with city standards, policies, and guidelines. We are looking for a highly accountable individual who excels in problem-solving, multitasking, prioritizing, and meeting critical deadlines.
Position Responsibilities
As a Senior Project Engineer/Manager within the Development Engineering Unit, you will serve as a case manager for development applications submitted under the Planning Act. This includes reviewing Official Plan Amendments, Secondary Plans, Subdivision Plans, Zoning By-Law Amendments, and Site Plan Control proposals. You will also represent the Unit on cross-divisional teams supporting significant city-building initiatives.
Your key responsibilities will include:
- Managing multiple projects from inception to completion, ensuring timely delivery and adherence to budget constraints.
- Reviewing and approving the scope and costs of new city infrastructure necessary for proposed developments and transit projects.
- Coordinating feedback and securing necessary permits and approvals from various city divisions and external agencies.
- Providing detailed technical reviews of engineering proposals, including drawings, studies, reports, and contracts.
- Ensuring compliance with city policies, standards, and by-laws throughout project execution.
Leadership and Team Collaboration
In this role, you will lead by example, providing coaching and technical guidance to team members and inspection staff. You will foster effective teamwork and communication, uphold high standards of work quality, and maintain comprehensive project data while promoting continuous learning.
Technical Expertise
Your strong knowledge of municipal engineering principles, particularly in stormwater management, will be invaluable. You will represent the Division in meetings with stakeholders, including the public, councillors, and external service providers, and may provide expert testimony at relevant hearings.
Communication and Stakeholder Engagement
Effective communication is key in this role. You will convey complex technical information to diverse audiences and establish strong relationships with various stakeholders, including colleagues, elected officials, consultants, and the general public.
Qualifications
To excel in this position, you should possess:
- A post-secondary degree or diploma in civil or municipal engineering, or an equivalent combination of education and experience.
- Registration as a Professional Engineer (P.Eng.) with Professional Engineers Ontario (PEO) is preferred for Senior Engineer roles.
- Extensive experience in development engineering, particularly in the design and delivery of municipal infrastructure.
- Experience in preparing and reviewing engineering studies, stormwater management reports, and engineering submissions.
- A valid Province of Ontario Class 'G' Driver's Licence.
Your understanding of contract administration policies, relevant legislation, and proficiency in software tools such as MS Outlook, Excel, Word, and Adobe Acrobat will be essential. You may also need to travel to various work locations and construction sites as required.
