A prominent infrastructure contractor is in search of a Contracts Manager / Quantity Surveyor to enhance their project teams. This full-time permanent position offers a competitive salary range.

The primary objective is to optimize project profitability and contribute to the construction process through proactive cost management and reporting. Responsibilities include conducting monthly financial assessments of projects and forecasting final cost and margin outcomes. Additionally, the role involves the timely submission and negotiation of final accounts with clients, main contractors, and subcontractors.

Key Responsibilities
  • Negotiate commercial terms and conditions with subcontractors.
  • Review subcontractor quotes and information while actively participating in procurement processes.
  • Ensure appropriate bonding is secured from all subcontractors in line with the Commercial Plan.
  • Oversee subcontractor performance and adherence to commercial terms.
  • Evaluate progress applications and provide recommendations for payment.
  • Assess change orders for valuation.
  • Support the Commercial Manager with earned value reporting.
  • Collaborate with engineering and construction teams to ensure compliance with subcontract terms and amendments.
  • Engage in subcontract claims or dispute resolutions as per delegated authority.
  • Conduct final account reviews for subcontractors and manage back charges.
  • Propose improvements to contract administration efficiency.
  • Handle claims from subcontractors and claims against the client.
Essential Functions
  • Ensure the contractual execution of agreements and compliance.
  • Review contractor requests for progress payments for accuracy before submission to cost control.
  • Process contractor requests for holdback release and final payments, ensuring all necessary documentation is received and deficiencies are addressed.
  • Oversee the final close-out of contracts and evaluate contractor performance.
  • Adhere to and implement all Health & Safety project requirements.
Knowledge, Skills, and Abilities
  • In-depth understanding of contract execution and compliance.
  • Familiarity with Surety/Letters of Credit, including Performance, Holdback, and Labour & Material Bonding.
  • Awareness of commercial, cost control, risk management, and contract requirements.
  • Proficient in spreadsheet and word processing applications.
  • Strong organizational, documentation, and planning capabilities.
  • Exceptional communication skills.
  • Expertise in numerical analysis and spreadsheet management.
  • Experience with construction projects and the ability to operate within a fixed budget.
Special Conditions

Travel within Canada and potentially to other locations may be required, and relocation to various projects and offices may be necessary based on resource needs.

Experience and Qualifications
  • MRICS, CIOB, or currently pursuing chartered status.
  • Degree in Construction, Quantity Surveying, or a related field.
  • 5-10 years of experience in contract administration.
  • 3+ years of experience in major infrastructure projects.
  • Experience in a multi-national joint venture environment.
  • Design-Build experience in a P3 context.
  • Proven track record managing packages valued at $10 million or more.
