Reports To: Senior Director, Sourcing & Tendering

Position Overview: The Bilingual Sourcing & Tendering Specialist is responsible for overseeing procurement activities within designated spend categories. This role involves managing a diverse range of tasks, including the orchestration of comprehensive competitive events or RF(x)s such as formal requests for information, tenders, proposals, and quotations, ensuring adherence to internal policies and guidelines across Canada. The objective is to guarantee that goods and services are procured through a fair, ethical, and transparent process from qualified suppliers.

Key Responsibilities:

Support for both internal and external stakeholders:

  • Manage and execute the complete Sourcing & Tendering Process, from the development of opportunity strategies.
  • Facilitate processes and guide stakeholders through planning, timelines, and evaluation of bid submissions.
  • Develop financial and technical RF(x) requirements and lead evaluations of submissions.
  • Ensure compliance by monitoring and managing risks associated with procurement policies and processes.
  • Engage in continuous learning to stay updated on market trends, vendor economics, and best practices in sourcing and innovation.
  • Participate in regular meetings with stakeholders (Operations, Operations Services, Corporate) to review reports, analytics, and identify sourcing opportunities to maximize organizational value.
  • Demonstrate a commitment to the success of the procurement operating model.
  • Liaise with stakeholders throughout the sourcing process, including:
    • Evaluation of proposals/bids with thorough analysis,
    • Securing necessary approvals,
    • Providing updates on initiatives.

Tendering and Vendor Management:

  • Develop and manage vendor selection strategies (RFI, RFP, RFQ, and RFT) for specific projects within established timelines, ensuring measurable results and savings.
  • Categories of focus may include:
    • Capital Project initiatives.
    • Building Structural components – Balcony, Bricks, Asphalt Paving, etc.
    • Energy Management, Elevators, Life & Safety, Mechanical, Electrical.
    • Renovations, both interior and exterior.
    • Equipment procurement.
    • Other High Rise Residential Capital & Maintenance categories.
    • Manufactured Housing Communities and site services.
    • Operational Initiatives.
    • Repair & Maintenance services.
    • Facilities Management.
  • Foster strategic relationships with stakeholders to ensure accurate scope creation and agreed-upon timelines.
  • Assist in entering Capital projects procurement criteria into tracking systems.
  • Create and publish RF(x) documents using sourcing modules.
  • Provide details for procure-to-pay processes for approvals, contract, and/or PO creation.
  • Report on all noncompliance issues related to procurement.
  • Address vendor inquiries throughout the Sourcing & Tendering lifecycle.
  • Draft and negotiate contracts for supply and service agreements, as well as construction-related contracts, collaborating with Legal as necessary.

Additional Responsibilities:

  • Undertake other procurement-related projects as assigned by the Senior Manager, Procurement & Senior Director, Sourcing & Tendering.
  • Focus on managing and balancing sometimes conflicting objectives and priorities.
  • Commit to continuous improvement and delivering exceptional customer service.
  • Exercise judgment to identify, diagnose, and resolve issues.
  • Work independently on a variety of complex tasks, including unique strategic inter-departmental initiatives.

Qualifications:

  • College diploma or University degree in Accounting, Business, Supply Chain, or a related field.
  • A minimum of five years of relevant procurement experience.
  • Bilingual proficiency in English and French is required (both written and spoken).
  • A diploma or certification in Supply Chain Management (CSCMP) is an asset.
  • Strong analytical and problem-solving abilities.
  • Excellent written and verbal communication skills.
  • Proven negotiation skills and experience.
  • Ability to work under tight deadlines, multitask, and prioritize effectively.
  • Proficient in Microsoft Office Suite, particularly Excel and PowerPoint.
  • Experience with SAP, Ariba, or similar Source to Pay platforms is advantageous.
  • Experience in Facility Management, real estate, or construction categories is considered a strong asset.
  • Open-minded, quick learner with a strong work ethic is essential.
