Position Overview:
The Indigenous Development Manager is responsible for overseeing the initiation, planning, design, risk assessment, and execution of a diverse portfolio of social, affordable, and mixed-market housing projects, including group homes and specialized facilities. This role encompasses all phases of project development, from inception to warranty inspection and occupancy. The Development Manager leads project teams and collaborates with various stakeholders, including societies, private developers, consultants, contractors, government officials, health authorities, First Nations, and other agencies to achieve project goals. Responsibilities may vary based on BC Housing's role in each project, whether as a funding agency or as a project manager.
Candidate Qualifications:
The ideal candidate will possess the following:
Education & Experience:
- A university degree in business administration, project management, land use planning, real estate development, or a related field.
- Project Management certification is preferred.
- Significant project management experience in multi-unit residential housing development, ideally within the non-profit sector.
- Experience in building and maintaining relationships with First Nations and Indigenous groups is preferred.
Knowledge, Skills, and Abilities:
- Demonstrated understanding of Indigenous social and cultural practices.
- Thorough knowledge of project management principles, including scoping, budgeting, scheduling, quality assurance, and risk management.
- In-depth understanding of real estate development and construction processes.
- Familiarity with municipal planning and public consultation processes.
- Working knowledge of BC Housing's housing programs and policies related to social housing development.
- Ability to coordinate various project activities within regulatory frameworks and balance diverse stakeholder interests.
- Strong analytical and problem-solving skills, with the ability to strategize and make informed decisions.
- Excellent relationship-building skills with stakeholders and partners.
- Proficient in preparing detailed reports on real estate and development matters.
- Effective organizational and time management skills in a dynamic environment.
- Strong negotiation and conflict resolution abilities.
- Exceptional communication and presentation skills, capable of engaging diverse audiences.
- Advanced computer skills, particularly in project management software.
- A valid BC Driver's License and access to a reliable vehicle.
