The City of Saskatoon is seeking a Senior Financial Business Partner to join our team. This is a temporary full-time position available for approximately 18 months.

Key Responsibilities
  1. Lead a financial team responsible for providing expert business support and partnerships with various City of Saskatoon divisions.
  2. Coordinate the budgeting process and participate in business and strategic planning for each division.
  3. Support organizational change initiatives and associated process improvement.
  4. Establish and maintain strategic relationships with assigned portfolios to assist and support the achievement of corporate initiatives.
  5. Oversee day-to-day finance functions, including time and attendance processing, accounts payable, accounts receivable, and vendor and customer master data maintenance.
  6. Research, implement, and train on financial controls.
  7. Ensure the accuracy, completeness, and accessibility of financial information and lead the analysis and reporting of this data to assess trends, performance, and sustainability of various initiatives or programs.
  8. Provide professional advice to divisions relating to financial planning and accountability, report writing, and business planning.
  9. Monitor the long-term financial status of all reserves and provide oversight in this regard to the General Manager/Chief and Department Directors.
  10. Oversee and analyze all depreciation and asset evaluation processes within the divisions, including the Tangible Capital Asset reporting requirements.
  11. Ensure divisional financial strategies and policies are aligned with corporate strategies and policies.
  12. Provide outcome-based direction in the preparation of all divisional operating and capital budgets.
  13. Develop and manage all communications strategies relating to divisional financial programs, including marketing, customer or utility rates, and customer service/interface functions within the divisions.
  14. Oversee all accounting and cash handling procedures for the divisions and coordinate periodic audits and inspections to verify procedures are being strictly adhered to.
  15. Oversee and manage senior-level funding initiatives that pertain to the divisions and monitor departmental requirements to ensure that information such as schedules, cash flow, and funding are in place and all corporate stakeholders are fully informed of their status and obligations.
  16. Prepare and present reports to Committee and Council.
Requirements

Education and Experience
  1. Degree in a related discipline plus the possession of a recognized professional accounting designation, i.e. CPA, CA, CMA, CGA.
  2. Seven to nine years' progressively responsible related experience in accounting, budgeting, financial analysis, business administration, rate and fee modelling and design, including five years experience supervising and coordinating staff.
  3. Thorough knowledge of the principles and practices of management and organizational planning.
  4. Thorough knowledge of the budget process, as well as accounting principles and practices.
  5. Knowledge of the principles of financial management information and internal control systems.
  6. Ability to provide leadership and consultation through problem-solving, consensus, stakeholder involvement, and dialogue.
  7. Demonstrated ability and willingness to be accountable for personal performance and the performance of staff.
  8. Ability to establish and maintain effective working relationships with civic staff and officials, representatives of other agencies, and the public.
  9. Demonstrated ability to direct and support staff in achieving desired results.
  10. Ability to express ideas and concepts by communicating effectively, both orally and in writing.
Work Environment

40 hours per week.

Salary Range

$117,900.96 to $138,533.28 CAD per annum (2022 rates).
