Position Overview

Metrolinx is dedicated to enhancing connectivity across the Greater Golden Horseshoe region. As an agency of the Government of Ontario, we operate essential transit services including GO Transit and UP Express, and manage the PRESTO fare payment system. Our ongoing projects aim to develop and upgrade rapid transit systems, including significant expansions to Toronto's subway network, ensuring efficient and effective transportation solutions for our communities.

Role Summary: Our Capital Projects Commercial Management Office is seeking a Senior Manager in Commercial Management. Reporting to the Director of Commercial Management, this role is pivotal in overseeing commercial governance and decision-making for various projects within the division. The focus will be on strategic and transformative initiatives, particularly in implementing innovative delivery models and enhancing Metrolinx's capability to manage extensive infrastructure programs.

Key Responsibilities:
  • Lead the formulation and execution of comprehensive strategies, methodologies, and tools aimed at achieving excellence in commercial management.
  • Drive the development and implementation of strategies for managing contracts with vendors and partners, ensuring successful outcomes and value for money.
  • Establish and nurture relationships with a diverse range of internal and external stakeholders, including government entities and community partners, to advance commercial objectives.
  • Prepare and present materials at meetings, acting as a representative for the organization and its initiatives.
  • Collaborate with cross-functional teams to develop efficient schedules and plans, ensuring project progression into operational service.
  • Oversee the creation of procurement and contract documents, ensuring compliance with organizational policies and minimizing corporate risk.
  • Provide expert assessments and recommendations on commercial matters and contract approvals as necessary.
  • Manage the resolution of significant corporate issues to safeguard Metrolinx's commercial reputation and ensure sound decision-making.
  • Offer guidance on contractual interpretations and assist staff in managing change orders and disputes.
  • Document industry best practices and legal developments that may impact future projects and contract strategies.
  • Address complex commercial challenges to ensure the successful completion of key projects, while ensuring compliance with applicable regulations.
  • Monitor contract compliance and financial viability of projects, supporting adherence to budgeting programs.
  • Oversee contract progress to ensure objectives are met on time and within budget, and manage lessons learned for future initiatives.
Qualifications:
  • A degree in Applied Science, Engineering, Architecture, Business, or a related field; an advanced degree is preferred.
  • A minimum of 10 years of experience in managing large, complex infrastructure projects.
  • Experience in commercial management of extensive infrastructure programs is advantageous.
  • Strong communication skills, both oral and written.
  • Knowledge of relevant contract law and construction regulations.
