The District of North Vancouver is seeking a highly skilled Bylaw Enforcement Supervisor to join their team. As a key member of the Bylaw Services department, you will be responsible for investigating and processing bylaw complaints, enforcing regulations and bylaws, and supervising a team of bylaw enforcement officers.
Key Responsibilities- Investigate and process bylaw complaints, enforcing regulations and bylaws related to unsightly premises, noise, streets and traffic, conservation, signs, nuisances, dogs, sprinkling, buildings, waste removal, and other related matters.
- Plan, assign, supervise, and review the work of a small group of employees engaged in municipal and streets and traffic bylaw enforcement and other bylaws as required.
- Prepare reports, maintain records, and correspondence related to the work performed, assist in the development of and amendment to the branch's policies and procedures, and assist in the preparation of new bylaws and the revision of existing bylaws.
- Gather evidence and appear in court as a witness for prosecutions as required, and swear information at provincial court.
- Assist other departments in their enforcement of regulations and bylaws, explain and interpret bylaws and regulations to the public, and attend meetings as required.
- Respond to inquiries from the public by email, phone, or other communication methods.
- Deliver summonses and subpoenas on behalf of the District.
- Considerable knowledge of the bylaws and regulations related to the work.
- Sound knowledge of court procedures and the legality of various types of evidence.
- Sound knowledge of the geography and street locations in the District.
- The ability to investigate complaints and enforce bylaws and regulations with tact, impartiality, firmness, and sound judgment.
- The ability to plan, assign, supervise, and review the work of a small group of subordinates engaged in bylaw enforcement work, and to participate in the selection, training, and performance evaluation of same.
- The ability to maintain an effective work program and to interpret and explain bylaws and regulations to the public, and to maintain liaison with a variety of internal and external contacts.
- The ability to prepare correspondence, records, and reports related to the work.
- The ability to prepare and present evidence in court.
- The ability to operate common office equipment and proficiency with MS Office.
Completion of Grade 12, plus sound experience in inspectional and enforcement work, including some supervisory experience; or an equivalent combination of training and experience. Completion of Justice Institute of BC, Levels 1 and 2, or an equivalent, would be considered an asset. A valid BC Driver's License is required, and the ability to acquire and maintain an RCMP Reliability Security Clearance is required to work in the RCMP detachment.
