About the Role

Sierra Space is in search of a Chief Government Accounting Strategist to join our Accounting division. This pivotal role will report to the Corporate Controller and will be instrumental in ensuring adherence to government accounting standards, including Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and Cost Accounting Standards (CAS).

Key Responsibilities:

Maintain the CASB Disclosure Statement and compute GDM's for modifications in cost accounting Lead discussions with DCMA and DCAA Prepare all necessary schedules for the annual Incurred Cost Submission and present to DCAA/DCMA Address inquiries across the organization regarding FAR/DFARs/CAS matters Collaborate with the Compliance Team to assist with Business System audit requests Work alongside Compliance, FP&A, Contracts, Pricing, Supply Chain, and other departments on Government compliance challenges Offer guidance and insights to stakeholders on the allowability of costs in conjunction with Compliance Review and document indirect rates and rate pools, ensuring explanations for variance analysis and key drivers (additionally, provide management with inputs on strategies to achieve/manage rate components) Calculate and input actual rates for year-end closing accounting Support the external financial statement audit process Conduct monthly actual versus forecast rate analysis and provide to DCMA Investigate cost issues on programs, including labor and material cost allocation, and collaborate with GL and program teams to resolve Execute root cause analysis and lead a cross-functional team to rectify any allocation errors Assist the GL team in analyzing and resolving issues related to burdens, settlements, assessments, and distributions in SAP Provide Government Accounting review and authorization for labor and non-labor cost transfers Aid in managing master data and metadata, including costing sheets, cost element groups, WBSs, and project types Deliver accounting support for special ad-hoc projects as directed by the Corporate Controller

Minimum Qualifications:

Bachelor's degree in finance, Accounting, Business Administration, or a related field Comprehensive knowledge and understanding of Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulations (DFARS), and Cost Accounting Standards (CAS) Extensive experience in Government Contracting audit and compliance, including working with DCAA / DCMA Auditors Proven leadership skills, including successful change management, mentoring, career development, training, succession planning, accountability, and conducting annual reviews Ability to navigate complex situations, delegate authority, inspire teams, foster innovative thinking, encourage collaboration, drive success, challenge the status quo, and adapt to dynamic circumstances Demonstrated experience in team building, time management, conflict resolution, briefing, presentation, and strategic thinking Strong communication skills, with the ability to articulate concepts clearly in both verbal and written forms; capable of tailoring discussions to suit diverse audiences Ability to manage change and uncertainty, make defensible decisions amidst ambiguity, and take ownership of those decisions

Preferred Qualifications:

Typically, 10-12 years of relevant experience; 7+ years of demonstrated government contracting audit and compliance experience Background in the Aerospace and Defense Industry, the US Department of Defense (Civilian), NASA/Civil or commercial space, and/or US Military, with an understanding of defense, aerospace, intelligence, and related markets Certified Public Accountant (CPA), CMA, or other relevant government contracting/contract management certifications Thorough understanding of SAP and PMMO processes (i.e., grouping, allocation, distribution) An active security clearance, or the capability to obtain a security clearance Previous management experience: ability to recruit talent; assign, direct, and evaluate their work; and oversee the development and maintenance of staff competence Demonstrated enthusiasm for ideation and innovation, as well as motivating others to act by creating a shared sense of vision or purpose. Ability to quickly comprehend technical concepts and understand complex technical and program interdependencies Proven long-term and strategic perspective that extends beyond immediate initiatives; visualizes and articulates a clear direction
