Our Capital Projects Group is in search of a Senior Advisor, Permits, Licenses & Approvals (PLAs) for its Third Party and Agreements team. This role involves coordinating permits and approvals across various projects, offering direct assistance to project delivery teams on PLA processes, stakeholder engagement, and risk management strategies throughout the project lifecycle. This position presents an excellent opportunity to refine project management skills and gain expertise in construction permitting. It plays a vital role in Metrolinx's execution of Subway and GO Expansion projects, allowing for substantial contributions to transformative transportation initiatives in the region.

Key Responsibilities:

Formulate and execute PLA strategies that detail methods for identifying, managing, and mitigating permitting risks, in alignment with long-term transit program objectives. Aid in the planning, evaluation of submissions, and securing necessary permits, licenses, and approvals prior to construction. Support project delivery teams with the preparation, submission, and tracking of PLA applications. Monitor and report on PLA status and risks regularly, implementing enhancements to tracking and reporting systems. Facilitate communication between project delivery teams and approval authorities, including municipalities and provincial and federal bodies, to address issues and risks associated with PLA acquisition. Engage with approval authorities to define and clarify PLA requirements, including pre-consultation meetings. Serve as a primary contact for internal stakeholders to develop, manage, and oversee permit and approval processes throughout the project lifecycle.

Required Skills and Qualifications:

A degree in Planning, Environmental Studies, Engineering, Architecture, Construction Management, or a related field, or equivalent education and experience. Proven experience in a construction, engineering, or municipal planning context. Comprehensive understanding of permit and approval processes for transit infrastructure and large-scale projects. Ability to interpret technical documents and effectively communicate technical information. Familiarity with public sector decision-making processes at municipal, regional, provincial, and federal levels. Knowledge of relevant legislation governing permits and approvals, including the Ontario Environment Assessment Act and other related regulations. Strong negotiation skills, diplomacy, and political insight to develop and recommend project plans and manage multi-stakeholder initiatives. Excellent interpersonal, time management, collaboration, and communication skills. Experience with diverse project delivery methods, including knowledge of contract development and administration, is advantageous. Proficiency in project management software and Microsoft Office applications is considered beneficial.
