Position Summary: The Georgia Department of Human Services (DHS), specifically within the Division of Family and Children Services (DFCS), is looking for qualified individuals for the role of Human Services Program Advisor 3 (Permanency Field Program Specialist). This position operates under general supervision and involves conducting research that includes data collection and analysis, policy development, and the administration of social services programs.
Key Responsibilities:
- Gather and analyze data related to performance metrics and resource allocation.
- Conduct research and develop social programs while assessing and coordinating existing services to prevent redundancy.
- Design and publish strategic plans for evaluating program needs and implementing those plans.
- Facilitate both formal and informal training sessions.
- Formulate policies and procedures in alignment with relevant laws and regulations governing primary programs.
- Develop social programs, legislative proposals, or initiatives based on demographic studies, social and economic assessments, and evaluations of pilot projects.
- Identify and evaluate economic and social trends.
- Plan and execute the development and utilization of local resources.
- Monitor compliance, assess effectiveness, and recommend or implement enhancements to existing policies.
- Provide guidance and support for the continuous operation of specialized programs.
- Offer technical assistance and training to both internal and external service providers, including policy interpretation and quality management evaluations.
Qualifications:
Applicants must possess a Master's degree in a relevant field from an accredited institution along with two years of related experience, including one year in a supervisory or leadership role. Alternatively, candidates may hold a Bachelor's degree in a related field and have four years of relevant experience. Additionally, two years of experience at the lower level Social Services Program Consultant 2 or an equivalent position is required.
Experience managing subordinate managers or supervisors in a human services delivery program within the Division of Family and Children Services (DFCS), Division of Child Support Services (DCSS), Division of Aging Services (DAS), Department of Juvenile Justice (DJJ), or similar agencies is also necessary.
Additional Requirements: Candidates must have reliable transportation, proof of auto insurance, a valid state-issued driver's license, and a satisfactory driving history.
