About Our Opportunity

An exciting opportunity is available to join the Department of Health and Wellness as a Program Administration Officer for Physician Services. In this role, you will oversee the execution of a suite of funding programs on behalf of the Government, adhering to federal and provincial regulations and negotiated agreements. Your responsibilities will include operational implementation, accountability, and reconciliation of a portfolio of funding programs in line with the relevant Acts and agreements. Program Administration Officers also support negotiations and participate in work groups and committees as necessary, ensuring the implementation, monitoring, evaluation, and enhancement of funding programs while maintaining accurate physician billing processes and remuneration models.

Primary Accountabilities

The Program Administration Officer for Alternative Payment Plans will maintain awareness of Branch programs and activities while fostering positive stakeholder relationships. Key responsibilities include:

  • Daily administration of alternatively funded programs within the Physician Services portfolio (e.g., Alternative Payment Plans, sessional funding) with physicians and physician groups;
  • Acting as the first point of contact for physicians and the Nova Scotia Health Authority/IWK regarding contract matters and addressing financial issues related to various program areas;
  • Developing a positive working relationship with our partner, Medavie Bluecross, for physician payments, issue resolution, and accountability;
  • Providing support to Program Managers, Directors, and Senior Leadership;
  • Offering secondary support for the administration of the Clinical Academic Funding Plan, Return of Service Agreements, and Physician Agreement programs, including backfilling for colleagues during absences;
  • Enhancing accountability for the portfolio of funding programs by evaluating compliance with contract deliverables and implementing mechanisms for planning, administration, monitoring, review, and improvement of funding arrangements;
  • Ensuring adherence to standards in accordance with the Acts, negotiated agreements, and accountability frameworks;
  • Identifying shortcomings, proposing enhancements, and executing approved revisions to compliance processes, systems, and procedures;
  • Ensuring effective financial management through regular analysis of funding programs and reconciliations;
  • Mentoring and coaching team members to achieve program objectives;
  • Promoting diversity and a healthy workplace while demonstrating leadership competencies and respecting corporate human resources practices;
  • Collaborating with peers within and outside the Branch on health system initiatives, new funding requests, and operational processes.
Qualifications and Experience

The ideal candidate will possess a bachelor's degree in a health or business administration field. A minimum of five years of relevant experience is required, including at least one year in a similar role within a government or health sector focused on physician or professional compensation systems, providing senior professional services in program or policy development, administration, and evaluation. Candidates with a master's degree must have at least three years of related experience. Those relying on equivalencies must clearly outline such in their application.

The successful candidate will be an effective communicator with strong problem-solving, program analysis, and data management skills, including proficiency in Microsoft Office applications. Advanced skills in MS Excel and Access are preferred, and project management experience will be considered an asset. Critical thinking and excellent analytical skills are essential for meeting budget, contract, and physician remuneration goals, as well as resolving contract interpretation issues. Strong interpersonal, verbal, and written communication skills are crucial, along with a commitment to professional development and sound judgment.

Working Conditions

This position primarily involves working in a comfortable office environment, with travel throughout the province required. The standard work week consists of 35 hours, with the possibility of occasional overtime.

Additional Information

This is a temporary employment opportunity with an anticipated end date in December 2024. The appointment status will depend on the successful candidate's start date.

Pay Grade: PR 13

Salary Range: $2, $3,107.16 Bi-Weekly
