Job Title: Project Manager Leader

We are seeking an experienced Project Manager Leader to join our team at Randstad Canada. As a Project Manager Leader, you will be responsible for leading large-scale, complex, and high-profile projects for our OPS I&IT initiatives.

Key Responsibilities:
  • Provides project management on large-scale, complex, high-profile, and high-risk projects for OPS I&IT initiatives.
  • Ensures project deliverables meet clients' business requirements on time, scope, and budget, with a focus on cost-effectiveness, efficiencies, and compliance with OPS project management methodologies and frameworks.
  • Develops and manages project schedules, deliverables, and scope.
  • Leads organizational development, strategy development, business planning, and Ministry funding requests.
  • Monitors and forecasts project costs and provides reporting and input to ensure targets are met.
  • Directs project teams to ensure project deliverables are delivered on time and adhere to government and ministry standards.
  • Coordinates and monitors project processes, and develops/communicates guidelines and procedures.
  • Sources, selects, and on-boards team members in various disciplines, clarifies roles and responsibilities, and sets task/deliverable/performance expectations for resources.
  • Resolves resourcing and inter-personal conflicts, negotiates changes to resourcing, and ensures knowledge is shared among team members.
  • Develops complex project budgets based on multiple funding channels and cross-ministry dependencies.
  • Effectively manages large project budgets and ensures a high level of fiscal control and accountability.
  • Proactively identifies potential risk events and issues before they occur and develops mitigating strategies.
  • Articulates and prioritizes issues and risks at senior executive levels and recommends mitigation strategies for decision makers.
  • Establishes and participates in steering committee and stakeholder forums.
  • Provides project, program, and/or portfolio reporting to multi-stakeholders at senior executive levels.
  • Uses appropriate strategies and actions to overcome resistance to change and capitalize on forces in support of change during all stages of projects.
Requirements:
  • 10+ years of Integrated Enterprise project management experience across business and I&IT teams.
  • Demonstrated experience with managing multi-year, multi-million budget projects.
  • Experience with the management of stakeholders, risks, changes, issues, time, scope, and resources.
  • Experience with Microsoft Office tools, including Visio, Project, PowerPoint, Word, Teams, and other tools that support project management, collaboration, and development of processes and plans.
  • Experience managing project life cycles, including assigning resources and maintaining the project backlogs and in-progress/completed tasks with collaboration tools like Jira, Trello, Microsoft Project, KanBan, Workamajig, etc.
  • Experience in validating financial forecasts, cost assumptions, and providing ongoing reconciliation of resources and other related project expenditures.
  • Experience in formulating and determining business and technical requirements, business problems, business objectives, product visions, goals, and outcomes.
  • Demonstrated ability to direct, collaborate, and inform policy, IT, legal, communication, and privacy teams.
Preferred Skills:
  • Knowledge and understanding of Project Management's Institute's Project Management Body of Knowledge.
  • Knowledge and understanding of Information Management principles, concepts, policies, and practices.
  • Knowledge and understanding of Accessibility for Ontarians with Disability Act (AODA) and related regulations and standards.
  • Ability to make recommendations on the acquisition of software, hardware, and technology resources.
  • Experience managing and coordinating project monitoring, anticipating and troubleshooting issues, providing ongoing expertise, resolving problems, and providing project effectiveness.
  • Ability to identify conflict between project and functional areas and develops responses to successfully address conflict.
  • Ability to handle client relationships to manage expectations, provide updates as required, identify potential conflicts between project and functional areas.
