Job Overview

The Lead Locomotive Operations Specialist oversees the Locomotive Engineer Certification initiative in compliance with CN Rail and Transport Canada (TC) standards. This position leads a dedicated team of Engine Service Officers (ESOs) tasked with training, mentoring, and supervising Locomotive Engineers, including Student Locomotive Engineers and Remote-Control Operators. Key responsibilities include ensuring adherence to safety performance benchmarks, offering expert advice, and managing the certification and re-certification processes in line with CN and TC protocols. The Specialist also serves as a Subject Matter Expert (SME) in locomotive operations and train handling, providing valuable insights and recommendations to senior management and other stakeholders. A critical aspect of this role involves the analysis and interpretation of data from Locomotive Event Recorders (LERs) to guarantee optimal performance and safety compliance.

Main Responsibilities

Team Leadership

  • Oversee and ensure the effective execution of scheduled activities by ESOs.
  • Support the professional growth and development of ESOs.
  • Ensure compliance with Safety Action Plans (SAPs) among ESOs.
  • Conduct training sessions for various locomotive-related positions.
  • Prepare Locomotive Engineer Trainees for advancement.
  • Train ESOs on emerging technologies and promote innovation within the sector.
  • Provide constructive feedback and coaching to reinforce employee performance.
  • Consider cost efficiency and resource utilization in training initiatives.

Data Analysis and Interpretation

  • Collect, analyze, and interpret LER data for accident investigations, monitoring crew performance, and productivity assessments.
  • Develop an in-depth understanding of LER and Locomotive Digital Video Recorder (LDVR) operations and related software.
  • Utilize various CN computer systems, including Wi-Tronix and Service Reliability System (SRS), to enhance the LER and LDVR analysis process.

Advisory Role

  • Act as a SME, providing guidance to Divisional Officers on locomotive operations and related concerns.
  • Engage with Transportation Managers and other senior personnel to offer recommendations.
  • Guide investigations for safety-related processes.
  • Participate in safety initiatives and committee meetings.
  • Collaborate with Operating Practices on necessary revisions to operational manuals and regulations.
  • Represent CN at industry discussions and forums.

Management and Oversight

  • Prioritize and strategize ESO responsibilities.
  • Collaborate with the Divisional Safety Manager to enhance ESO capabilities.
  • Adapt plans in response to unforeseen events.
  • Audit training documentation and maintain records of operational separations.
  • Develop educational materials on new locomotive technologies.
  • Inform Transportation Officers on LER and LDVR issues.
  • Preserve analytical data for significant incidents.
  • Assist with staffing shortages as required.

Work Environment

This position involves a mix of office and outdoor settings, requiring adaptability to various weather conditions. The role includes being on-call to address critical incidents and necessitates regular travel within the division. Maintaining fitness and standards for a safety-sensitive role is essential.

Qualifications

Experience

  • At least 5 years of experience as a Locomotive Engineer.
  • A minimum of 4 years of experience as an Engine Service Officer (ESO).

Education/Certification

  • High School Diploma or equivalent.
  • CROR qualification and Locomotive Engineer certification.
  • Valid Driver's License.
