Job Summary

We are seeking a highly skilled and experienced Human Resources Director to join our team at Mtvernon. The successful candidate will be responsible for developing and implementing human resources policies, directing and coordinating human resources activities, and maintaining records of human resources activities.

Key Responsibilities
  • Develop and implement human resources policies and procedures
  • Direct and coordinate human resources activities, including employment, compensation, labor relations, benefits, and employee services
  • Maintain records of human resources activities and provide reports to the City Manager and City Council
  • Implement human resource laws and monitor the City's compliance with human resource laws
  • Administer and coordinate hiring for City employment, including posting new jobs internally, advertising new positions, preparing and receiving job applications, verifying references, conducting background and credit checks, and interviewing and testing applicants
  • Coordinate and administer drug testing policies of the City
  • Provide reports on matters relating to the City's human resources policies and practices to the City Manager and Council
  • Consult with legal counsel to ensure that policies comply with federal and state law
  • Advise management in resolving employee relations issues
  • Respond to inquiries regarding policies, procedures, and programs
  • Prepare employee separation notices and related documentation, and conduct exit interviews to determine reasons behind separations
  • Coordinate management training, including discipline, performance review, safety, and sexual harassment
  • Administer benefit programs, including life, health, dental, and disability insurances, pension plans, vacation, sick leave, leave of absence, and employee assistance
  • Keep records of benefits plans participation, personnel transactions, performance reviews, and terminations, and employee statistics for government reporting
  • Assist and participate in negotiations with union organizations representing City Employees
  • Ensure compliance with Workmen Compensation laws and maintain records relating thereto
  • Prepare and administer annual budget for the Department of Human Resources and submit annually a fiscal proposed budget to the Office of the City Manager
Requirements
  • Bachelor's degree from a four-year college or university in Communication, Business, Management, Administration, Human Resources, or other related field, or equivalent combination of education, skill, and experience
  • Extensive knowledge of database, spreadsheet, and word processing software
  • Five years of professional administrative experience
  • Thorough knowledge of workforce methods and techniques in relation to planning, coordinating, analyzing, implementing, and managing human resource programs and policies
  • Extensive knowledge of laws and regulations related to City administrative policies and procedures
  • Extensive knowledge of local ordinances and policies, State, and Federal laws, and regulations
Working Conditions
  • Occasional walking, reaching, bending, and lifting or carrying objects under 25 pounds
  • Ability to sit for extended periods of time
  • Use written sources of information, e.g., read reports, procedural documentation, reference materials
  • Perform detailed work requiring visual acuity
  • Use non-verbal auditory sources of information, e.g., alarms, beepers, pagers
Residency Requirement
  • Residency within the limits of Jefferson County is required of all City Employees
