Position Overview:

The Senior Program Manager (Senior PM) acts as the primary liaison for the Government, providing essential leadership and direction for all contractor personnel engaged in the contract. The Senior PM is accountable for ensuring the quality and effectiveness of all deliverables and services rendered.

Key Responsibilities:

  1. Support the development of operational processes, conduct specialized analyses, offer technical guidance, and evaluate the productivity and efficiency of program functions.
  2. Utilize expertise in process enhancement, performance oversight, and change management as the program office undertakes organizational improvements for its Personnel Security Support Program (PSSP).
  3. Generate tailored reports and perform trend analyses for data requested by the program office to address inquiries from relevant oversight bodies. Develop metrics and analyses that reflect the current status of preliminary vetting requests, background investigation cases, and Rap Back hits, while identifying any gaps or deficiencies.
  4. Oversee, manage, and coordinate contractor personnel security operations to protect client assets, personnel, and sensitive information, ensuring compliance with Privacy Act regulations and safeguarding Personal Identifiable Information.
  5. Evaluate contractor adherence to established program policies, standard operating procedures, and relevant federal regulations, and provide recommendations for enhancing compliance within the contractor team.
  6. Ensure collaboration between the contractor team and Federal staff to implement Trusted Workforce (TW) 2.0, along with Continuous Vetting and Continuous Evaluation protocols.
  7. Assist in formulating personnel security policies, regulations, directives, and guidelines in alignment with current federal security standards.
  8. Supervise the contractor team responsible for processing preliminary vetting requests and background investigations, providing recommendations for approvals, denials, or further reviews.
  9. Review Continuous Vetting Checks and offer insights for the adjudication process, forwarding all analyses to Federal staff for final determinations.
  10. Guarantee that all background investigation data is accurately recorded and maintained within all relevant business processing and case management systems utilized by the PSSP. The Senior PM is empowered to make organizational commitments and decisions in response to issues or concerns, remaining readily available to address inquiries and proactively inform the customer of potential contractual or programmatic challenges.

Minimum Qualifications:

  • Bachelor's degree from an accredited institution.
  • Must be a U.S. citizen and capable of obtaining and maintaining a Public Trust clearance.
  • A minimum of 10 years of experience in program management within a federal agency contract, specifically in a security administration context, including personnel security and background investigation.
  • Comprehensive knowledge of all aspects of personnel security as outlined in this Statement of Work.
  • Ability to collaborate effectively with individuals at all organizational levels.
  • Proficiency in meeting deadlines and managing extensive data entry tasks and background investigative materials.
  • Capacity to establish and maintain productive working relationships with diverse groups and individuals.
  • Effective communication skills in a coherent management context.
  • Experience supporting the FDIC is highly desirable.
