About the Role

Metrolinx is a leading transportation agency in the Greater Golden Horseshoe region, connecting communities through its GO Transit and UP Express services, as well as the PRESTO fare payment system. We are committed to delivering high-quality rapid transit projects, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto's subway system.

Key Responsibilities
  • Lead the delivery of program and project controls to support the Capital Projects Group in estimating, scheduling, quality assurance, document control, and risk management.
  • Provide strategic oversight in the delivery of best business practices and procedures, and principles of practice from Director level leadership in Risk Management, Quality Management, Estimating, and Scheduling.
  • Champion the provision of matrixed services in program controls to ensure consistency and efficiency in project controls support and strategic resource deployment.
  • Direct mentorship and subject matter guidance to the Project Controls and Project Management Office to drive consistency and create best practices in support provided.
  • Monitor benchmarks, goals, and objectives that reflect corporate strategy and direction, including appropriate metrics, monitoring systems, and reporting functionalities.
Requirements
  • Completion of a degree in engineering, applied science, business, or a related discipline, or a combination of education, training, and experience deemed equivalent.
  • Demonstrated years of progressive senior leadership experience.
  • A valid Professional Engineering license in the Professional Engineers of Ontario (PEO) is an asset.
  • Certification as Certified Cost Professional (CCP), Certified Construction Manager (CCM), Project Management Professional (PMP) are assets.
  • Knowledge of transportation, engineering, design, and construction management applied to structures, roadways, railways, facilities, and related projects is an asset.
  • Applied knowledge and experience of project controls with different types of infrastructure delivery models, including P3, traditional, and other progressive type delivery models.
  • Knowledge of applicable legal and regulatory requirements governing delivery of passenger rail services is an asset.
  • Knowledge of relevant construction, facilities, and environmental legal and regulatory requirements.
  • Training and Experience in LEAN or Six Sigma would be considered an asset.
