Job Summary

The City of Thunder Bay is seeking a highly skilled and experienced Financial Planning Manager to join our team. As a key member of our Corporate Services Department, you will be responsible for the effective and efficient management of the Corporation's budget, tangible capital asset reporting, and long-term planning requirements.

About the Role

Reporting to the City Treasurer, you will lead a team and work in partnership with the City's Executive Management and Leadership Teams to develop the City's annual operating and capital budget and long-term financial plan. You will also participate as a member of the City Treasurer Management team in the development of strategic initiatives for the Division consistent with the overall strategic direction of the Corporate Services Department.

Key Responsibilities

  • Develop and implement effective budgeting and financial planning strategies to ensure the Corporation's financial sustainability and growth.
  • Lead a team of financial professionals to provide financial planning and analysis support to the City's Executive Management and Leadership Teams.
  • Collaborate with stakeholders to develop and implement long-term financial plans and strategies that align with the City's strategic objectives.
  • Provide financial guidance and support to the City Treasurer and other senior management staff.
  • Develop and maintain effective relationships with members of City Council, private and public officials, and other stakeholders.

Requirements

  • University degree in business administration, commerce, or a related discipline and a professional accounting designation with a minimum of five years' progressively responsible management experience in municipal finance or business management.
  • Knowledge of regulations/legislation and processes related to financial reporting for local governments, generally accepted accounting principles for the public sector as prescribed by the Public Sector Accounting Board of the Chartered Professional Accountants of Canada.
  • Ability to establish and maintain effective working relations with members of City Council, private and public officials, direct reports, co-workers, and the general public.
  • Proven acumen in business and financial management, with the ability to improve sectional effectiveness and efficiency through the management and utilization of human, financial, and physical resources.
