Position Overview:
The Privacy and Access Council of Canada (PACC-CCAP) is seeking a Senior Privacy Advisor to support our comprehensive privacy initiatives. Reporting to the Director of the Privacy Program, this role is essential in delivering expert guidance, technical support, and training related to privacy protection across our organization. The Senior Privacy Advisor will ensure that our privacy practices align with governmental regulations, industry standards, and best practices.
Key Responsibilities:
- Facilitate compliance with the Freedom of Information and Protection of Privacy Act (FIPPA) and guidance from the Information and Privacy Commissioner of Ontario.
- Advance the establishment of privacy best practices that exceed the requirements of FIPPA and the Personal Information Protection and Electronic Documents Act (PIPEDA).
- Stay informed about changes in privacy legislation and industry standards, assessing their implications for our organizational practices.
- Serve as a privacy subject matter expert, providing ongoing support to various departments to ensure adherence to privacy policies and legal obligations.
- Embody the values and core competencies of PACC-CCAP, particularly in interactions with external partners and in managing sensitive information.
- Assist in the governance of the privacy program, including the development and monitoring of privacy goals and the Privacy Steering Committee.
- Implement strategic privacy initiatives, including the formulation of policies, best practices, and risk management strategies.
- Conduct research to identify and evaluate privacy risks and best practices, enhancing the effectiveness of our privacy policies and program delivery.
- Monitor and address privacy-related issues, providing briefings to staff and management on evolving best practices and legal requirements.
- Investigate privacy incidents, conducting thorough analyses to identify breaches and support comprehensive response strategies.
- Lead responses to privacy inquiries and complaints, serving as the primary liaison with the Information and Privacy Commissioner of Ontario.
- Collaborate with Internal Audit and departments to develop action plans addressing findings from privacy audits.
- Ensure that identified risks are incorporated into the Enterprise Risk Management framework and monitor compliance with mitigation strategies.
- Facilitate privacy steering committee meetings and maintain a network of key privacy contacts within the organization.
Qualifications:
- A degree in Business Administration, Information Management, Information Technology, Public Policy, or a related field, or equivalent combination of education and experience.
- Proven experience in providing technical advice on information access and privacy, preferably within the public sector.
- Strong understanding of privacy legislation, including FIPPA and PIPEDA, and the ability to apply these regulations effectively.
- Experience in conducting privacy impact assessments for new initiatives and systems.
- Proficient in preparing various written materials, including reports and training documents, and effectively communicating privacy issues to diverse audiences.
- Excellent interpersonal skills, with the ability to convey complex information clearly to different stakeholders.
- Demonstrated ability to build collaborative relationships and foster a culture of privacy awareness within the organization.
- Knowledge of data management concepts and the ability to assess technology projects for compliance with privacy standards.
