Position Summary

As a pivotal member of the project management team, the Project Quality Manager (PQM) is tasked with the formulation, execution, and oversight of a tailored Project Quality Plan (PQP) specific to the contract. This role requires the PQM to operate with a high degree of autonomy, engaging professionally with both the project team and client representatives. The PQM must exhibit exceptional communication skills, adeptly manage a diverse workload, and navigate complex situations with efficiency. A mindset focused on Continuous Improvement (CI) and Total Quality Management (TQM) is essential, as the PQM leads the charge in quality management for the project.

Key Responsibilities

  • Oversee the creation and execution of a contract-specific Project Quality Plan (PQP).
  • Review and validate subcontractor quality plans to ensure adherence to contractual obligations.
  • Ensure quality personnel are properly assigned, trained, and equipped to implement the PQP, providing all project staff with necessary quality resources.
  • Implement and supervise a Nuclear Quality Assurance Program within a construction context, addressing issues management, nonconformance reporting, subcontractor oversight, internal audits, causal analysis, inspections, procurement oversight, and project turnover.
  • Guide and mentor junior QA/QC staff to foster appropriate professional behaviors.
  • Maintain constructive and collaborative relationships with client teams, ensuring their requirements and expectations are met while promoting a culture of nuclear safety.
  • Interpret quality standards and regulatory guidelines, developing strategies for effective implementation.
  • Work closely with district quality management to ensure uniform application of quality standards across the organization.
  • Conduct causal analysis investigations related to project issues.
  • Perform QA audits and assessments on the Quality Management System (QMS), PQP, and subcontractor quality plans, documenting findings and implementing corrective actions.
  • Analyze data to identify trends that may pose risks to the project, collaborating with the project management team to devise mitigation strategies.
  • Encourage Continuous Improvement and timely reporting of project-affecting conditions.
  • Actively participate in operational planning sessions, contributing quality insights and ensuring the development of Inspection and Test Plans (ITP) for all operations.
  • Ensure all quality documentation required for project completion is thorough, compliant, and systematically organized.
  • Regularly present at meetings to advocate for quality objectives and address any issues.
  • Conduct routine performance evaluations of all project quality personnel.
  • May undertake additional responsibilities as assigned.

Qualifications

  • Proven experience in developing and implementing a contract-specific Project Quality Plan (PQP).
  • Ability to review and approve subcontractor quality plans to ensure compliance with contractual standards.
  • Experience in managing quality personnel, ensuring they are adequately trained and equipped.
  • Knowledge of Nuclear Quality Assurance Programs in construction settings, including issues management and nonconformance reporting.
  • Strong leadership skills to mentor junior QA/QC staff.
  • Ability to maintain positive relationships with clients while reinforcing a nuclear safety culture.
  • Proficient in interpreting quality standards and regulatory requirements.
  • Experience in conducting audits and assessments of quality management systems.
  • Strong analytical skills to identify trends and potential risks.
  • Commitment to promoting Continuous Improvement within the project.
  • Effective communication skills for collaboration and presentation in meetings.
  • Willingness to perform other duties as required.
