Job Title: Finance Advisor II

Status: Regular, Full Time, 37.5 hours per week

Salary: This position starts at $70,000 per year and increases to $96,325 per year, over a 10-year period. This salary range incorporates experience, yearly salary increments to reward years of service, employee growth and development within the organization.

Purpose of the Role:

DIVERSEcity Community Resources Society is in search of a dedicated Finance Advisor II to lead and support our finance and contract management team. Reporting directly to the Director of Finance, the incumbent will be accountable for overseeing Budget and Contract Management operations. The role involves planning, organizing, directing, managing, and reviewing the work of staff engaged in finance and contract management. Key responsibilities include setting performance and development goals, conducting evaluations, training, coaching, and mentoring team members, as well as making critical decisions regarding staffing matters.

KEY RESPONSIBILITIES:

  • Manage contract administration activities, including oversight of contract budgets, modifications, claims, disputes, and accrual reporting.
  • Assess legal and budgetary issues that may arise outside of initial proposals or budgets.
  • Ensure budget modifications comply with legal and programmatic standards.
  • Review contractual documents promptly and assist in coordinating the signature process.
  • Monitor, analyze, and report on contract performance metrics.
  • Forecast and report on contract utilization to adhere to financial control policies and budgetary requirements.
  • Identify and discuss potential contract risks with the Director of Finance and Program Managers/Directors.
  • Ensure all proposal and contract communications are meticulously reviewed, tracked, and filed.
  • Assist the Director in preparing, submitting, and negotiating contracts.
  • Recommend and implement improvements to existing processes for enhanced efficiency.
  • Foster positive relationships with staff at all levels to provide information and address inquiries regarding finance, budgets, and contracts.
  • Mentor and train employees to ensure a comprehensive understanding of budget, contract management, and financial reporting procedures.
  • Collaborate with Executives and departmental Managers to resolve budget and contract-related issues.
  • Establish high-integrity relationships with funders, partners, colleagues, and government authorities.
  • Provide coverage in the absence of other Finance Managers.
  • Undertake special projects and other related duties as required.

Key Liaison:

  • Internally with Program Managers/Directors,
  • Externally with funders, customers, partners, Canada Revenue Agency, auditors, banks, and Community Social Services Employers Association (CSSEA).

Qualified candidates will possess:

  • A Chartered Professional Accountant designation or equivalent education and experience from a recognized program.
  • 5 to 10 years of progressive experience in a complex labor relations environment, preferably in the non-profit sector, or an equivalent combination of education, training, and experience.
  • Strong knowledge of fund accounting, a solid understanding of the contract life cycle, types of contracts, and applicable government regulations.
  • Proven ability to provide effective leadership and work both independently and collaboratively in a team setting.
  • Capacity to manage a demanding work schedule with competing priorities.
  • Experience in a community-based non-profit organization is advantageous.
  • Strong negotiation, mediation, conflict resolution, and contract interpretation skills.
  • Excellent administrative, organizational, and budget management capabilities.
  • Familiarity with Sage (accounting system), Payworks (payroll system), Microsoft Office, and other relevant applications.
