The role of the Senior Manager, Data and Analytics is pivotal in ensuring the continuous enhancement of quality and safety within all operational aspects. Reporting directly to the Director of Data and Analytics, this position is tasked with delivering expert guidance and leadership across a wide spectrum of analytical functions, which include client engagement, data acquisition, integration, analysis, interpretation, and the visualization of data.

This role encompasses the supervision and mentorship of senior analytics team members, ensuring that operational objectives are met while proactively addressing and resolving issues as they arise. The Senior Manager will leverage expertise in data access methodologies, research techniques, epidemiology, and disease surveillance to contribute to the development of the unit's analytical strategy and oversee the execution of activities that drive strategic success.

A comprehensive understanding of analytic data holdings and methodologies is essential, along with the ability to communicate effectively with a diverse range of stakeholders, both internal and external to PHSA. Additionally, this position requires the application of project management skills and methodologies to guarantee the successful delivery of project components and outcomes.

Key Responsibilities

Provide oversight, leadership, and direction to the data and analytics team, establishing priorities and ensuring the timely and accurate completion of operational tasks. Assess individual and team performance against established targets, identifying areas for enhancement and implementing strategies for improvement. Collaborate with BC Cancer programs as necessary, addressing customer requirements for analytical products and services from BC Cancer and external partners. Mobilize team resources to fulfill customer demands effectively. Guarantee the accuracy, timeliness, and availability of data and analytical outputs produced by the team to support decision-making at BC Cancer. Utilize expert analytical knowledge to address BC Cancer's needs in evaluation, quality improvement, service planning, forecasting, and research initiatives. Uphold departmental standards and procedures, including policies governing access to and sharing of sensitive health data. Ensure compliance among team members and identify potential risks in current practices, escalating issues to the Director as necessary. Formulate, recommend, and monitor departmental budgets, implementing corrective actions when required and informing the Director of any significant issues. Communicate analytical findings and prepare reports, presentations, and summaries for stakeholders and relevant external partners.

Qualifications

A Master's Degree in Statistics, Data Science, Operations Research, or a related field. At least eight (8) years of relevant experience in analytics and/or health information within a large, complex organization, including a minimum of three (3) years in a supervisory capacity.

Strong leadership and management capabilities in a diverse environment. The ability to respond effectively to stakeholder needs, with a keen awareness of the implications of actions taken. A demonstrated capacity for problem-solving with a comprehensive perspective, integrating organizational systems and strategies in developing viable solutions. A results-oriented approach to establishing action plans for yourself and others. Experience in managing multifaceted projects with strict timelines. Advanced proficiency in data analytic techniques, with the ability to mentor team members on complex analytical challenges. Extensive knowledge of industry-standard analytic and statistical software (e.g., R, SAS), data visualization and BI tools (e.g., Tableau, PowerBI, Shiny), relational database tools (e.g., MySQL, SSIS), and other computing and data capture solutions. Strong analytical, problem-solving, and system analysis skills, with the ability to comprehend complex issues and associated data/information. The capability to work independently, managing multiple concurrent tasks effectively. Excellent communication skills, both written and verbal. Interpersonal skills to support collaboration and supervision of a diverse team. Leadership, coaching, and change management skills. The ability to prioritize tasks to meet deadlines. A commitment to understanding and implementing the Truth & Reconciliation Commission's 94 Calls to Action, BC's Declaration on the Rights of Indigenous Peoples Act, and related initiatives within the healthcare system. Support for team members in their learning journeys, ensuring the implementation of Indigenous Cultural Safety strategies at a practical level. Collaboration with Indigenous teams/departments to ensure a holistic application of Indigenous Cultural Safety. A dedication to fostering meaningful reconciliation in Canada as outlined by the TRC and BC's Declaration on the Rights of Indigenous Peoples Act. Awareness of the social, economic, political, and historical contexts affecting Indigenous communities, along with familiarity with Indigenous Cultural Safety and anti-racism initiatives.

Salary Range: $106,026 - $152,413. The starting salary will be determined based on the successful candidate's relevant education and experience, aligned with the provincial compensation reference plan.

Location: Provincial Position, with candidates expected to be located near a regional BC Cancer Centre.

Hours of Work: Monday to Friday;
